Project Officer, Learning


LOCATION: Arlington, VA –or– Medford, MA
OVERALL RESPONSIBILITIES:
The Project Officer (PO) provides management support (50% time) for virtual learning programs within the Center for Leadership and Management (CLM). The Project Officer works closely with the Director of Knowledge Exchange in the development, implementation, monitoring and evaluation of knowledge management and knowledge exchange activities as well as learning programs and networks. The PO also provides managements support to the K4Health II project (30%), the Health Communication Capacity Collaborative (HC3) (20%) and serves as a resource for knowledge management (KM) and learning activities for all CLM projects as well as playing a liaison role with the rest of the organization in terms of KM and learning.
The PO is aware of and adheres to procurement integrity standards in all MSH activities. The position may require domestic and overseas travel up to 15% of the time.
SPECIFIC RESPONSIBILITIES:
SPECIFIC RESPONSIBILITIES RELEVANT TO CLM’s LEARNING PROGRAMS (50%)
  1. Provide support to the Director of Knowledge Exchange on virtual program audits and revision of program content or platform delivery.
  2. Working with the Director of Knowledge Exchange, train and support other Project Specialists/Officers in the management of learning programs.
  3. Provide oversight of virtual program managers to ensure each manager is properly trained to successfully implement learning programs; this includes planning, troubleshooting, and providing ad hoc support as needed.
  4. Manage the implementation and follow-up of learning programs, as assigned.
  5. Support virtual programs facilitator training for new facilitators, including technology support as well as general orientations to learning program content and processes.
  6. Ensure that learning program management manuals are accurate and updated.
  7. Ensure that the virtual programs portal content is accurate and updated.
  8. Maintain the schedule of all learning programs, working with the Director of Knowledge Exchange to ensure each program is properly staffed and scheduled.
  9. Manage the learning program statistics and database, including the numbers of participants, countries, teams, and program results, with support of the assigned Project Associate.
  10. Conduct demonstrations of learning programs for interested stakeholders. Keep Learning Programs and CLM Programs senior management informed of project activities. Keep CLM senior staff informed of challenges and progress.
  11. Manage the tool management system developed by CLM; this includes collecting and packaging new tools or approaches developed by MSH staff in the home office and in the field, running quarterly tool manager meetings, designing activities and opportunities for tool manager professional growth, and maintaining the One MSH Tools database with support from the Project Associate.
  12. Provide training and support to projects housed in CLM to roll out virtual learning programs on various platforms including: moodle, LeaderNet, elluminate, Go-To Meeting, ePath, etc.
  13. Participate in MSH-wide working groups to improve the organization’s knowledge management, exchange, and learning platforms and processes.
  14. Document and package training materials as they are developed to enable wide dissemination.
  15. Respond to project requests for technical support in the area knowledge management or learning.
SPECIFIC RESPONSIBILITIES RELEVANT TO K4Health II (30%) and Health Communication Capacity Collaborative (20%)
  1. Provide management support to the MSH K4Health II and HC3 teams, including the maintenance of pending lists, management of consultant agreements, tracking of cost share, management of purchase requests, etc.
  2. With the support of assigned Budget Liaisons, develop workplans and budgets closely aligned with programs’ technical design and in compliance with established standards and procedures, and monitor their implementation and use of resources.
  3. In conjunction with assigned CLM M&E staff, develop M&E plans and monitor programs’ results as per M&E established standards and procedures, and support evaluation activities.
  4. Contribute to MSH knowledge base by submitting case studies and other documented forms of technical knowledge.
  5. Provide management support to the Global Health Knowledge Collaborative.
QUALIFICATIONS:
  1. Bachelor’s degree in knowledge management, learning design, or equivalent experience, preferably international in scope.
  2. Minimum four (4) years of work experience in a related field.
  3. Proven programmatic and project management ability including financial management coursework and/or experience.
  4. Ability to work independently and take initiative in a complex and fast paced environment.
  5. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients and consultants.
  6. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  7. Demonstrated ability to think creatively and analytically.
  8. Experience using virtual and face-to-face approaches to scale up access to management, leadership and organizational development knowledge and learning opportunities.
  9. Demonstrated ability in computer skills for word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred); and ability to learn new software packages.
  10. Fluency in English required (written and oral) and second language preferred (Spanish, French, Portuguese or Arabic). Excellent writing skills.
  11. Ability to travel internationally and domestically.
