Project Director Supervisor


LOCATION: Arlington, VA –or– Medford, MA
OVERALL RESPONSIBILITIES:
The Project Director Supervisor I is a senior-level technical staff member who supports and fully empowers the Project Director to successfully lead and manage the project in country. S/he is accountable to provide (a) effective supportive supervision to the Project Director; (b) mentoring and high quality technical, management and political coaching as needed to the Project’s Leadership Team; and (c) timely mobilization of relevant, high-quality and effective technical support to project. The Project Director Supervisor I maintains close communication with the Director of the Portfolio to which the Project is assigned to keep the Director apprised of the overall performance of the project.
SPECIFIC RESPONSIBILITIES:
  1. Empower and hold Project Director accountable for expected results articulated in the Project Director’s job description.
  2. Ensure that Project Leadership Team has the knowledge, skills, experience, attitudes and behaviors needed to execute its job, and support Project Director to develop and implement appropriate capacity building plans to address weakness or gaps identified.
  3. Provide supportive supervision to Project Director as per MSH values, policies, guidelines, and implement an effective performance-management plan which focuses on expected results and Project Director accountability, and including regular check-ins, annual appraisals, rewards, training, coaching and career development. Areas of Project Director accountability include project technical, political and financial/budget management, while maintaining compliance with all applicable requirements and regulations.
  4. Actively coach and mentor Project Leadership Team, as needed, to address leadership or management challenges identified, leverage team’s strengths, and develop needed technical, management and political/relationship management skills.
  5. In consultation with the Portfolio Director, form and chair Project’s Technical Support Team (TST) engaging all relevant MSH Centers to support project’s technical priorities and help address key technical challenges identified by/with Project Director. Represent his/her Center in the TST.
  6. Guide the Senior Project Officer assigned from the Center to support the Project to assure ongoing technical and management support is provided as required.
  7. Support Project Director to identify and prioritize technical support needs, and develop Project short-term technical assistance plan and budget.
  8. Collaborate with Project Director, Portfolio Director, the Director of Technical Strategy, and MSH’s Global Technical Leads, to identify and mobilize MSH Global Talent and/or external consultants as needed, and ensure timeliness, responsiveness and accountability of internal and external consultants in delivering results outlined in the SOW.
  9. Collaborate with and provide support to the Office of Strategic Development and Communications in aspects of business development including strategic communication, intelligence gathering, positioning, proposal development, etc.
  10. Ensure and support effective project participation in MSH’s Global Technical Leadership Teams and encourage cross fertilization and south-to-south exchanges.
  11. Ensure effective project collaboration, coordination and partnership with corporate-level Country Operations Support Team, the COMU, the MSH Representative (where applicable) and other projects, Centers and Offices.
  12. Empower the Project Director to play an active role on the Country Leadership Team and support the Integrated Country Presence strategy by building synergies between projects in the country.
  13. Ensure timely documentation and dissemination of project results and successes and high-quality technical and management reports required by donor or MSH management.
  14. Establish and lead process for ongoing informing and reporting of project status to the Portfolio Director regarding project technical performance, financial status (including cost-share, if applicable), personnel and status of client relationships.
QUALIFICATIONS:
  1. MPH, MBA or Master’s level degree in related field or equivalent experience.
  2. Fifteen plus (15+) years of progressively responsible, related experience is required; twenty (20+) years is preferred.
  3. Demonstrated subject-matter expertise in technical content relevant to the project supervised. Demonstrated leadership, management, and supervisory abilities, particularly with senior-level colleagues. Well-honed active listening skills, combined with a desire to actively coach, mentor, and provide thoughtful feedback to colleagues, peers, and subordinates.
  4. Prior experience and success in directing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills.
  5. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
  6. Proven record of aligning diverse, multi-level teams with project mission and vision.
  7. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  8. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
  9. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  10. Fluency in English required. Fluency in either French, Spanish, Portuguese, or Arabic is desired.
