Senior Program Development Manager

Position: Senior Program Development Manager Location: TBD with 70% travel

Position Summary: Under the supervision of the Senior Program Development Director, the Global Program Development Manager (GPDM) will be responsible for donor engagement and capture management (approximately 30%), managing and/or assisting in proposal development (approximately 50%), and supporting program mobilization (approximately 20%).
Position Responsibilities and Duties:
Strategy Development and Donor Engagement (approximately 30%) Contribute to organization-wide strategic planning in the area of program development and participate substantially in the development of improved PD policies, practices, and procedures; Improve RI’s capacity in obtaining and applying business intelligence; Participate substantially in the development of global, regional, and country PD strategies; Evaluate trends in humanitarian and development funding, including USG foreign assistance allocations and the State Department and USAID Congressional Budget Justification; Maintain regular engagement with donors, international organizations, national governments, foundations, etc., to track donor trends and priorities and inform HQ of upcoming program priorities; Attend relevant meetings and networking events (e.g., regional and national coordination meetings, relevant RFA/P meetings, donor consultations) as needed for the performance of duties; Maintain outreach with relevant international and local NGOs as well as private sector firms in order to facilitate partnerships needed for program development opportunities; and, Develop capture plans and conduct completion analysis on upcoming priority proposals.
Proposal Development (approximately 50%) Manage needs assessment for project proposals as necessary; Contribute to program design, for solicited and unsolicited programs, and for pilot and full scale programs; In the event of a possible RI response to an emergency situation, provide direct support to the RI Emergency Response Committee in formulating a strategy for intervention and preparing appeals and proposals; Where proposals are pending with donor agencies, meet with donor officers to ensure program plans represent a good fit with donor objectives; Participate in the preparation of funding proposals, including leading proposal writing efforts as well as costing efforts; As part of the proposal development process, lead on budgeting as needed;
Support the capacity development of regional and country teams in program development; and, Assist with the field level printing and delivery of proposals, within submission deadlines.
Program Mobilization (approximately 20%) Serve as RI’s interim Program Manager during new project mobilizations until long-term senior staff members transition, as needed; Identify and perform/delegate essential operational and program support activities that, when completed, will enable successful launch and implementation of project implementation; Recruit and staff key national team positions per the program budget and staffing plan; Facilitate the arrival, introduction and integration of senior long-term staff, including refinements to scope of work and line management authorities; and, Work in close partnership with project partners and donors on finalization of workplans and budgets, as needed.
Note: Percentages are estimates and may vary plus/minus 10 %-15% between the three major job areas.
In addition: Undertake travel as required in the pursuit of the above tasks; Prepare regular activity reports for HQ; Undertake other ad hoc tasks, as instructed by HQ; and, Operate within RI policy, setting an example for other field staff.
Qualifications & requirements: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Master’s degree in a relevant field or Bachelors degree with commensurate work experience; At least seven years work experience in a related field showing progressive increases in assigned responsibility and leadership Successful proposal writing and partnership development track record Demonstrated success in developing winning bid packages for large scale projects with USAID Solid understanding of USG, UN agency, EU government, and other institutional donor requirements Excellent organizational skills with the ability to prioritize and manage multiple responsibilities, meeting deadlines Ability to act independently to identify and analyze problems and recommend effective solutions Nonprofit/NGO experience required
