Transport Analyst Grade A2/A3

The International Transport Forum (ITF) is a global intergovernmental organisation within the OECD family which presently brings together more than 50 Transport Ministers to discuss the strategic and policy challenges of the sector and foster a deeper understanding of the essential role played by transport in economies and in society.
The ITF is looking for a dynamic and experienced Transport Analyst to contribute to the Group on Road Transport and to other areas in the ITF on transport research and analysis. The successful candidate will be part of a team of enthusiastic professionals and the position is part of the effort to reinforce the ITF’s capacity in policy advice, research and facilitation of knowledge sharing. Duties will include providing intellectual contribution for the analytical work in terms of transport research results and an ability to connect them to policy-relevant questions.
The successful candidate will report to the Secretary General of the ITF. S/he will work in a small team in close co-operation with colleagues in other teams within the ITF, as well as with the OECD and other external partners.
Main Responsibilities
Research, analysis and drafting
Group on Road Transport
- Assist the work of the Group on Road Transport, particularly with respect to the multilateral quota system, including:
  • in-depth analysis relating to the management and restructuring of the system
  • control of the use of licenses in co-operation with Member countries
  • assist in developing a methodology for peer reviews, including drafting proposals
  • assisting in collecting, monitoring and analysing the economic, regulatory and statistical information emanating from Member countries.
- Contribute to the development of the overall ITF work programme and identify key priorities through analytical, written and oral contributions related to the transport sector.
General Transport Issues
-Contribute to the general transport policy analysis or research activities of the ITF.
-Contribute to documents on current transport policy issues that will help with the formulation of policy recommendations/guidelines.
- Prepare reports, minutes of meetings, publications, and other work outputs.
Meetings, Representation and Liaison
- Contribute to the organisation of meetings related to discussion of research or policy analysis outputs, as well as ensuring production of rigorous and policy-relevant outputs.
- Contribute to the substantive preparation of the annual Summit and participate in identification of speakers and the organisation of sessions.
- Ensure effective collaboration with colleagues in other parts of the OECD Secretariat on transport-related projects.
- Establish and maintain contact with government officials and others participating in ITF meetings.
- Promote ITF work externally through participation in conferences, seminars and contacts with civil society and non-governmental stakeholders.
- Liaise with other relevant international organisations.
Ideal Candidate Profile
Academic Background:
- An advanced university degree in economics, engineering or other relevant disciplines.
- Academic specialization in transport economics, transport engineering or planning would be an advantage.
Professional Background:
-Three to seven years’ professional experience in transport policy, acquired in a Ministry of Transport or related part of government, a university or research institute, an international organisation or consultancy firm.
- Good understanding of the Road transport sector and knowledge of other modes.
- Familiarity with the multilateral quota system of the ECMT/ITF would be an advantage.
- Proven experience of analysing national and international policy issues relating to the transportation sector.
Tools:
- Very good knowledge of MS Office (Word, Excel and PowerPoint) with particular emphasis on Excel in order to manipulate complex data and tables.
Languages:
• An excellent written and oral command of one of the two official languages of the OECD (English and French); good knowledge of the other.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.
Ideal starting date: First quarter 2014
Depending on level of experience, monthly salary starts at either 5,400 EUR or 6,700 EUR exempt of French income tax, plus allowances based on eligibility.
