Description
The overall objective of the Project is accelerated implementation of the Universal Access Plan (UAP) through the adoption and application of community-led WASH Window two financing mechanism. The project purpose is community-led WASH Window Two financing mechanism established as an efficient mechanism for rural water supply development in Regions suitable for its introduction.
COWASH is divided into three independent but inter-linked components:

The project purpose is community-led WASH Window Two financing mechanism established as an efficient mechanism for rural water supply development in Regions suitable for its introduction.
COWASH is divided into three independent but inter-linked components:
- Component 1: Strengthening of the federal capacity for implementation of the Window Two financing mechanism.
- Component 2: Strengthening of the regional capacity and systems for implementation of the Window Two financing mechanism in ‘new’ Regions where applicable and feasible (subject to conditionality; see Project Document).
- Component 3: Scaling-up of community-led WASH and implementation of Window Two financing mechanism in Amhara Region.
Place of the Assignment: Based in Ministry of Water & Energy, Addis Ababa with frequent travelling to Regions

- M.Sc in water supply engineering, business administration, public health, social sciences or relevant science
- Fluency in both spoken and written English
- Capacity and ability to promote gender equality and social inclusion
- Good intercultural communication skillls
- Good report writing skills in English
- High professional integrity and able to work in difficult conditions
- Innovation capacity
- Good computer skills (word processing, spreadsheets, project management, data base management, etc.)
Professional Experience Required
- Experience and Extensive experience in rural development, preferably water supply, sanitation and hygiene skills
- Experience in financial management and/or microfinance
- Relevant professional experience in developing countries, preferably in Ethiopia or East Africa
- Comprehensive leadership and management experience, preferably from both public and private sectors and managing multi-cultural teams
- Experience in harmonization, cooperation with different donors and fund raising is an asset
- Developed skills in skill transfer
Duration: Long term (approx 2 years)
