Australian Government support to the Papua New Guinea (PNG) education sector includes direct financing, procurement, scholarships and technical assistance. A major focus of technical assistance is improving the PNG technical and higher education system to enable increased access to and improve the relevance and quality of education.
This role will be based in Port Moresby with travel to other provinces when required and the Adviser will be contracted to provide up to six months input over approximately one year, with at least five months input provided in-country over a minimum of three trips. The remainder of the Adviser’s input will be spent providing support at a distance.
The PNG Office of Higher Education (OHE) is seeking a Higher Education Financing Adviser to provide advice and support to OHE senior management to enable more effective planning, management and reporting of finances and assets of the technical and higher education sector, in line with PNG Government systems. The Higher Education Financing Adviser will facilitate the capacity of OHE in these areas by providing direct support and capacity building to the Finance and Administration Branch and other staff as required.
The Adviser will be responsible for the following outcomes and deliverables:
a) Assist OHE to strengthen expenditure and reporting processes for funding mechanisms to improve financial accountability and transparency within the technical and higher education sector.
b) Provide advice on and assist OHE to implement recommendations arising from relevant national development plans and reports, in line with the National Higher Education Plan III 2014-2023 and the annual operational financial planning process.
c) Provide advice on and make recommendations to OHE for the development and implementation of a cost-effective and efficient financing model that will support sustainable growth and capacity development of the technical and higher education sector and individual institutions.
d) Assist OHE to review, prioritise and implement financial management policies, processes and procedures that improve operations and compliance with the Public Finances (Management) Act 1995.
e) Assist OHE senior management to develop capacity building strategies, including training and planning activities, to support the development of improved financial planning, budgeting and management processes.
f) Other high level advisory duties as specified by the Director Higher Education Services Division and as agreed by the Department of Foreign Affairs and Trade Education Team.
Remuneration:
This position is funded by the Australian Government and is defined as C3 under the Adviser Remuneration Framework.
