Water and Sanitation (WASH) Program
SNV began activities in the WASH sector in Indonesia in 2013 with a small town urban sanitation and hygiene program in Sumatra Barat (Padang Pariaman, Sijungjung) and Lampung (Pringsewu and Lampung Selatan). The program is part of SNV’s regional urban sanitation program “Sustainable Sanitation and Hygiene for All”, which is also currently running in Nepal and Bhutan. SNV is also planning to begin a rural sanitation program in Lampung in 2014. To support the programme implementation, SNV is now seeking a highly qualified candidate to fill the post of Sanitation Supply Chain (SSC) Advisor (Rural).
Position Summary
The Sanitation Supply Chain Advisor is a subject matter expert responsible for identifying appropriate market-based approaches and supply-side activities to support sanitation services. The Sanitation Supply Chain Advisor leads efforts in local enterprise development, quality improvement, and innovative outreach mechanisms related to local markets, paying particular focus to vulnerable groups, with the objective of strengthening capacity for steering and implementation of sanitation demand creation.
Responsibilities
1) Undertake sanitation hardware value chain analysis, including availability and price of available products;
2) Lead a consumer demand study with particular focus on vulnerable groups;
3) Train and develop skills of local partners to support their expansion in the market;
4) Design and test supply chain interventions with local partners;
5) Develop and produce technical guidance handbooks to support informed choice;
6) Lead development of a strategy for toilet upgrading;
7) Support business development for micro enterprises (training and technical assistance);
8) Develop guidance and supporting materials for scale up of local programs;
9) Identify governance related barriers and opportunities for sanitation business development;
10) Design pro-poor support mechanisms for sanitation.
The Sanitation Supply Chain Advisor will work closely with the wider team responsible for the Sanitation demand creation and follow-up component to ensure there is adequate supply in the local market to support sanitation demand creation activities.
Candidate profiles
  • Advanced degree in related field;
  • At least 5 years of experience working for international organizations in a Sanitation Supply Chain Advisory capacity;
  • Demonstrated knowledge of the WASH sector, particularly appropriate technologies related to sanitation and sanitation marketing approaches;
  • Capacity to conduct supply chain analyses related to sanitation technology in the developing world;
  • Background in business development of micro-enterprises and/or rural micro-finance;
  • Knowledge and skills in project planning, implementation, and monitoring and evaluation (M&E);
  • Experience working with local communities and government agencies at national, provincial, and local levels;
  • Advanced facilitation, communication and negotiation skills;
  • Ability to work independently and with the team;
  • Good organizing skills and interpersonal skills, with a mature attitude;
  • Initiative and creative in solving problems;
  • Good command of spoken and written English and Bahasa Indonesia;
  • Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail).
Duty station: One of the project districts (either Tanggamus or Lampung Selatan) in Lampung Province, with frequent travels to sub-districts and villages of the designated district.
Contract duration: 1 year consultancy contract with the possibility of extension.
