ORGANIZATIONAL UNIT: Resource Mobilization Branch (RMB), Information and External Relations Division (IERD)
ORGANIZATIONAL SETTING:
The Chief, Resource Mobilization Branch (RMB) reports to the Director of IERD. In close cooperation with the Director, the incumbent is responsible for the day-to-day management and supervision of the Branch ensuring coherence with IERD in resource mobilization goal setting and results.
MAJOR ACTIVITIES/EXPECTED RESULTS:
The incumbent will secure financial resources to sustain UNFPA activities. More specifically she/he will:
■ Ensure that annual regular resources targets are being met, and aim to increase core resources over time.
■ Promote funding support from the donor community for UNFPA’s goals and objectives.
■ Build the donor base by bringing on new donors and expanding/building partnerships with the private sector.
■ Work closely with the Director, to design specific strategies, and advise, and negotiate with donor governments, international organizations, foundations and private sector to implement these strategies.
■ Lead the Resource Mobilization Branch in the planning and integration of UNFPA’s resource mobilization strategies for both regular and other resources, including from the private sector.
■ Ensure coherence of funding strategies with UNFPA’s strategic plan and related advocacy efforts.
■ Ensure coherence of UNFPA’s donor strategies with those from other UN agencies.
■ Provide guidance, advice and training to UNFPA’s Regional Partnership and Resource Mobilization Advisors, as well as Country Offices to raise resources for implementation of the strategic plan; develop resource mobilization tools for Regions and Country Offices to ensure successful resource mobilization at regional and country level.
■ Supervise and guide the staff of Resource Mobilization Branch to reach the objectives set for the year.
■ Manage the production of clear analysis of funding trends and prepare contributions income reports for UNFPA.
■ Provide authoritative advice on donor policies and ODA related development as well as country situation analysis and political trends in donor countries.
■ As secretary of the Inter-Divisional Working Group on Resource Mobilization ensure the regular meetings of this group and manage the process so that all co-financing proposals and additional requests to donors for funding are reviewed and approved before action is taken.
■ Plan and organize annual pledging process and obtain pledges based on resource mobilization plan.
■ Track and analyze results on a regular basis to determine modifications to strategy, and ensure a results-oriented approach in the Branch.
■ Lead RMB in the planning and organization of donor consultations and briefings.
■ Oversee development of profiles for all major donors and other related material to improve RMB staff ability to mobilize resources.
■ Represent UNFPA at donor meetings and ad hoc conferences with the purpose of enhancing UNFPA’s knowledge and relationship with donors.
■ Liaise with counterparts at UNICEF, UNDP and other UN agencies to ensure a coherent UN response to donors for issues of common concern, in particular for those related to budgetary and funding frameworks in the context of the UN reform and the implementation of the QCPR.
■ Provide comment on UN system wide resource mobilization documents.
■ Participate in resource mobilization related UN working groups.
■ Ensure UNFPA benefits from Joint UN programmes on issues related to the mandate.
■ Oversee preparation of donor briefing notes for the senior management.
■ Provide leadership to draft and implement the annual Office Management Plan for the Resource Mobilization Branch.
■ Prepare report on funding commitments to the UNFPA Executive Board and participate in the UN annual pledging event.

QUALIFICATIONS AND EXPEREINCE:
Education:
■ Advanced University Degree in International Development or Public Management or another related field.
Knowledge and Experience:
■ 15 years of progressively relevant experience at the international and national level. Experience in the field of population and development desirable.
■ Experience in building public - private sector partnerships and a demonstrated track record of resource mobilization from the private sector an asset.
■ Excellent drafting skills in English.
■ Fluency in English. Knowledge of French and/or Spanish an advantage. Knowledge of another UN official language an asset.
