OBJECTIVES OF THE PROGRAMME :
The Department of Communications (DCO) objectives are to:
- ensure timely production and dissemination of high quality public information on longstanding and emerging public health issues through various platforms (print, web, broadcast, social media etc) and in multiple languages;
- define and promote a consistent corporate identity for WHO internally and externally;
- create a 21st century "culture of communications" at WHO by strengthening capacity at every level;
- contribute to managing WHO's reputation by monitoring public opinion and concerns, and responding to them strategically; and lead the strategic communications response to epidemics and pandemics, public health emergencies and for the health aspects of humanitarian crises.
Description of duties:
TO ASSIST THE TECHNICAL DIRECTION FOR WEB DEVELOPMENT / WEB ANALYSIS /SYSTEM ARCHITECTURE:
- Assist lead web developer in implementing/updating web templates, content management system (bricolage CMS), web applications solutions for WHO web site, to add new functionalities or fix technical problems (Perl, PHP, CSS, JavaScript, bash scripts, MVC frameworks . )
- Assist lead developer to ensure that storage, archiving, back-up and recovery procedures are functioning correctly and optimized.
- Analyze the site architecture, site accessibility, web standards, sites lifecycles, search tools and implement proper solutions(implement content batch updates (Perl, SQL etc.) to overcome data architecture/user experience issues and improve web sites quality;
- Test the different websites/web applications/web services and identify and solve technical problems.
- Work closely with lead developer & IT Manager communicating regularly to ensure web applications/database optimization, integrity and security.
- Write technical specifications and documentation.

DELIVER GENERIC SOLUTIONS FOR WEB ANALYSIS:
- monitor and evaluate the overall performance and usability set of the WHO web site architecture and implement improvements and enhancements;
- consult with departments who have special web technical analysis/architecture needs, assess these needs, and deliver solutions that would be generally applicable to multiple users, either as part of the content management system or as 'add-on' tools;
- keep abreast of, and evaluate new trends in web technologies and tools for potential use at WHO;
- carry out other web-related duties as required by the Web developer and Online Communications Coordinator.

REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in computer science or closely related discipline.

Skills: 
Strong interpersonal/communications skills. Knowledge of the application development life cycle.
Excellent knowledge of best practices, latest trends and standards in the Internet space, including technological, hosting, design, information architecture and analysis best practices.
Familiarity with various site architecture approaches; development and design a asset.
An interest in the health technical content produced by WHO.
Demonstrated ability to learn new technologies.
Demonstrated analytical problem solving skills.

Experience:
Essential:
Minimum 2 year experience in web development, of which experience in Web programming, including Perl, PHP or JSP.
Thorough knowledge of the latest standards in Perl/PHP/JAVA . programming languages, HTML, bash- scripting, HTML5 / LESS, CSS, Responsive Design, CSS, JavaScript, jQuery, Ajax, XML, XSLT, SQL ( PostgreSQL, MySQL).
A solid understanding of web application development processes, from the layout/user interface to relational database structures.
Knowledge and advanced working experience in programming (with PHP, PERL, JAVA) for a corporate content Management System (such as Drupal, Word Press, Oracle UCM)
1 year minimum experience working with relational database systems such as MySQL, PostgreSQL or Oracle and a good working knowledge of SQL.
Knowledge of server environments including, Apache & Linux.
Ability to develop, execute batch scripts (using Linux Shell commands).
Working knowledge of Web Services (XSLT/XML/SOAP/REST).

Desirable:
Be comfortable interacting with clients and scope project requirements.
Languages:
Expert knowledge of English with intermediate knowledge of French.

USD 46819 at single rate
USD 49916 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
