UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Two options:-
Option one:-
  • Fixed term: Grade 20, Monthly Salary JD 1392.300 Fills. Plus SOA 89.32 % of basic salary. Other benefits include Provident Fund contribution (15% of basic salary paid by the Agency) and medical insurance. Dependency benefits are subject to eligibility..
Option Two:-
  • LDC: Band “H” the salary range between JD 2961.00 to JD 4531.900, depending on qualifications & Experience.
Grade
3 years for fixed terms contract including 1 year of probation and 1 year duration for Limited Duration Contract (renewable).

The incumbent reports to the Director of UNRWA Affairs or Operations. This reporting line is realized through the Deputy Director of UNRWA Affairs or Operations (Programmes), who has authority for day-to-day supervision of programmes in the Field of operation. The Director of Education (HQ) Amman is responsible for ensuring the achievement of professional, policy and technical standards, in line with the strategic direction of the programme. To realize this, the incumbent is responsible for ensuring consultation with and approval of the Programme Director on significant programmatic matters.
Primary Duties and Responsibilities:
In accordance with Agency policy and procedures, the incumbent:

· Administers the Agency’s approved Education Programme;
· Supervises the Field Education Programme in school education, vocational and technical training (as applicable), Educational Science Faculties, in-service teacher training and university scholarships programme.
· Advises and assists the Field Office Director and, through him/her, the Director of Education in all matters related to Education Programme
· Ensures that all Educational Technical Instructions (ETIs) issued by the Education Department are duly applied in the Field; ensures the effective implementation of UN policies and principles that prohibit violence and discrimination
· Supervises the preparation of the Field Biennium Budget and Field Biennial Work Plan
· Provides technical supervision for all Education staff;
· Supervises and maintains school development through effective implementation of the Agency’s quality assurance system
· Supervises and monitors the implementation of conflict resolution violence and human rights activities at Field level
· Ensures that class formation is prepared according to the norms established by the Agency;
· Supervises planning and implementation of all education projects;
· Performs such other duties as may be assigned.
Minimum Qualifications
· An advanced university degree preferably Ph.D from an accredited university in educational management/planning, or any advanced degree in any subject taught at UNRWA schools, plus a post – graduate diploma in education.
· At least ten years of professional teaching experience of which at least five years should be at a senior managerial level in educational institutions.

Excellent command of written and spoken English and Arabic
Competencies
· Demonstrated organizational, supervisory and interpersonal skills;
· Ability to present information and data in a clear and instructive manner;
· Creativity and ability to take initiative;
· Excellent counseling skills and ability to work with female and male subordinates;
· Sound judgment on importance/priority/confidentiality of issues;
· Ability to work under pressure.
Desirable Qualification:
· Knowledge of reforms in education in the Host Authority as well as reform experiences at the international level;
· Basic knowledge of Information Technology (IT) and data analysis
Additional Information:
· The incumbent will be required to travel extensively in the Agency’s areas of operation.
· Possession of a valid driving license is required.
Equivalency|:
When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
· NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
