The Energy Community Secretariat is one of the institutions set up under the Treaty establishing the Energy Community (the "Treaty"). The Energy Community is an International Organisation with its seat in Vienna. The Secretariat has overall monitoring, coordinating and administrative functions in regard with the implementation of the Treaty by the Parties to the Treaty.

In October 2011, the Ministerial Council of the Energy Community approved, upon proposal of the European Commission, the Budget for the years 2012-2013 and its establishment plan of positions within the Secretariat. In order to meet the increased requirements in the relevant area of work, the Secretariat seeks for qualified professional for the position of

Under the overall supervision of the Legal Counsel being responsible for the Environment Affairs, the incumbent will perform the following tasks:

  • Assist the Contracting Parties to the Energy Community Treaty ("the Treaty") in implementing the "Energy Community acquis on environment;
  • Organize and assist the work of the Environmental Task Force;
  • Review compliance of measures taken by the Contracting Parties to the Treaty with the Energy Community acquis;
  • Contribute to the overall monitoring of the progress related to the implementation of the Energy Community acquis by the Contracting Parties to the Treaty, including the preparation of reports;
  • Follow up actions on the ground of conclusions, decisions and recommendations of the competent Energy Community institutions where tasks to the Secretariat have been assigned;
  • Perform analytical work and research on environmental issues related to the Energy Community, including with regard to combating climate change;
  • Perform any other task, related to the activities of the Energy Community Secretariat as requested by the Legal Counsel.

The role requires the following competencies and skills from the successful candidate:

  • Advanced university degree preferably in environmental sciences, environmental engineering or similar; candidates with other advanced university degrees (e.g. law, economics) with appropriate experience will also be eligible;

  • Experience with the implementation of the EU Directives referred to in Annex II of the Treaty will be an asset (especially concerning the implementation of the Directives on the reduction in the sulphur content of certain liquid fuels and on the limitation of certain pollutants into the air from large combustion plants) ;
  • An understanding of the energy sectors as well as an understanding of political and economic issues in Contracting Parties to the Treaty will be an asset;
  • Fluency in spoken and written English is indispensable;
  • Excellent drafting skills;
  • Strong presentation and negotiation skills.

The selected candidate will be offered an initial contract of 3 years, with a probation period of 6 months. The commencement date of the employment shall be as soon as possible in 2012.

The application period will be followed by the selection procedure supported by the Selection Committee established in accordance with the relevant Rules for Recruitment, Working Conditions and Geographical equilibrium of the Secretariat’s staff of the Energy Community. Shortlisted candidates will be invited for an interview to take place in Vienna at the premises of the Secretariat.
