Consultant Support to UNICEF PD/WASH Section in 2012

  1. Background

During 2012 the Water Supply Sanitation Hygiene (WASH) Section will need to call on the support of experienced WASH consultants in order to meet certain work demands as part of the new biennium work plan.

Consultants are invited to submit an Expression of Interest for the following consultancy tasks:

Task A: Preparation of the WASH Global 2011 Annual Report, which is required for fulfilling reporting requirements to WASH donors.

Task B: Input and support to various anticipated activities to support UNICEF WASH Sections in Country Offices including: • Drafting of funding proposals • Development and/or delivery of training modules • Documentation of field experience and guidance e.g. field notes, case studies, technical guidelines, literature reviews, donor reports

Suitably qualified consultants are expected to be engaged individually for these tasks, depending on interest, availability, qualifications and experience.

  1. Objectives

The objective of this consultancy is to provide substantive support for the WASH section through input to a variety of knowledge management and programme-related tasks that are of critical importance to the section and impact on future work and potential funding.

  1. Description of Tasks

Task A The Global WASH 2011 Annual Report, as in previous years, is synthesised from the WASH-related content of the UNICEF Country, Regional and HQ 2011 annual reports, together with specific input provided by country offices according to a reporting template provided by the HQ WASH Section. Thus, the task of the consultant is to read all the UNICEF annual reports, extract the relevant WASH information, and synthesise it together with the specific input into a coherent narrative which provides a comprehensive description of the overall UNICEF effort in WASH during the year 2011. In 2010 there were 106 countries reporting expenditure on WASH activities.

The Global WASH 2011 Annual Report needs to be completed according to the following schedule:

By 15th February 2012 All country, regional and HQ 2011 annual reports are made available to the consultant By 31st March 2012 First draft of the Global WASH 2011 Annual Report is submitted by the consultant to UNICEF WASH Section By 15th April 2012 Comments on first draft submitted by UNICEF WASH Section to consultant By 30th April 2012 Final version of Global WASH 2011 Annual Report submitted by the consultant to UNICEF WASH Section

This task does not require any travel and can be carried out from any location with good internet access.

Task B It is anticipated that consultant support will be required for various, discrete tasks that may include input to documentation of programming experience to derive lessons learned, development of training materials, preparation of funding proposals, literature reviews, project evaluation, etc. Much of this work is expected to be desk-based though some tasks may require travel to UNICEF Country Offices or to the New York Headquarters.

At this stage the exact requirements and timing of these tasks are not fully defined. However, the tasks may relate to any aspect of UNICEF’s WASH programme including water supply, sanitation, hygiene and cross-cutting issues. Contracts will be issued on an ‘as and when needed’ basis.

Consultants are invited to submit an Expression of Interest indicating their experience in relation to WASH knowledge management and documentation and, if possible, expected availability during 2012. The profiles of suitably qualified candidates will be kept on file and consultants invited for specific tasks as required.

  1. Consultant profile

Potential consultants are invited to express their interest in the above-mentioned tasks. Please complete either or both of the summary tables below, according to interest, and submit with the documentation stated below under section 7 ‘Submission of Expression of Interest’.

  1. Duty Station These consultancy tasks can mostly be executed from any location worldwide having good internet connectivity. If any travel is required, the costs including per diem will be paid according to standard UNICEF financial rules.

  2. Key skills and experience required:

For Task A we require a senior consultant with at least 10 years of WASH sector experience. The consultant must have solid and specific knowledge about UNICEF WASH programmes, including detailed knowledge of current UNICEF strategies, familiarity with global level initiatives, and extensive experience with UNICEF WASH country programmes.

For Task B we seek consultants that have mid to senior level experience in the WASH sector. They should have a minimum of 5 years WASH experience with at least 3 years of developing country experience. The consultant must be familiar with current developments, research, best practices and global policy direction in the WASH sector, including emergencies. They should have specific experience of knowledge management, development of large-scale funding proposals, and other programme support activities.

For either of the above tasks, consultants must hold a second level university degree (Masters Degree or PhD) in an appropriate discipline, and have excellent, demonstrated writing skills.
