Deputy Chief of Party / M&E Specialist, At-Risk Youth Project

Project/Proposal Summary:
MSI is currently seeking a Deputy Chief of Party / M&E specialist (DCOP / M&E) as part of a four-year project to support a USAID/Morocco-funded at-risk youth project. The project is targeted to youth in urban neighborhoods that have a high density of marginalized youth 15-30 years old. The objective of the project is to work closely with Moroccan youth-serving organizations and relevant public institutions to alleviate the social isolation of youth through social outlets and economic opportunities.

Position Summary: The DCOP / M&E will be responsible for at once supporting the project’s Chief of Party and as well, ensuring adequate monitoring and measurement of targeted results. Specifically, the DCOP / M&E will be responsible for the day-to-day management of the project and supporting local NGO partners as needed. Likewise, this position will require the DCOP/M&E to facilitate plans (i.e., annual workplan, performance management plan), collect data, and utilize results to support the strategic management of the project. The DCOP / M&E will also be tasked with sharing results, which includes drafting reports to USAID/Morocco. The assignment period is estimated to be January 2012 through January 2016 at a full-time level of effort.

Responsibilities: • Assist Chief of Party to ensure that designated project results are being met; • Lead internal (and as necessary) external planning processes; • Provide management and guidance to project staff and local partners; • Work closely with project finance staff to oversee grant fund programs; • Work closely with finance staff to ensure effective tracking of project budgets; • Develop a performance management plan (PMP). • Conduct and facilitate field-based monitoring and ensure compliance with PMP • Build M&E capacity among project staff and local partners

Qualifications: • Advanced degree in relevant field preferred (social science, business, statistics, economics) preferred; • Substantial experience in a similar key role for USAID and/or donor-funded development projects (preferably youth-oriented); • Previous experience working with vulnerable populations in Morocco; • Previous experience developing M&E systems and PMPs; • Demonstrated experience in strategic planning, developing annual work plans, and ensuring consistency of project service delivery; • Experience using performance measurement systems to provide continual self-assessment and amelioration of project activities; • Fluency in French, some knowledge of Arabic appreciated; • Excellent English-writing skills.
