Chief of Party, At-Risk Youth Project

Project/Proposal Summary:
MSI is currently seeking a Chief of Party (COP) as part of a four-year project to support a USAID/Morocco-funded at-risk youth project. The project is targeted to youth in urban neighborhoods that have a high density of marginalized youth 15-30 years old. The objective of the project is to work closely with Moroccan youth-serving organizations and relevant public institutions to alleviate the social isolation of youth through social outlets and economic opportunities.

Position Summary: The COP is the project leader, responsible for overseeing all project activities and ensuring good communications and direction to local NGO partners. The COP is also the primary point of contact between the project and USAID and is responsible for ensuring the creation and timely submission of annual work plans, annual reports and quarterly progress reports. The COP is also ultimately responsible for ensuring the timely and effective management of all project activities and staff. The assignment period is estimated to be January 2012 through January 2016 at a full-time level of effort.

Responsibilities: • Direct all project activities and staff; • Maintain relations and management of all Morocco project partners to ensure consistency in project service delivery and tracking; • Work closely with finance staff to ensure effective tracking of all costs and management of project budgets; • Lead and maintain strong relationships with private sector in Morocco to support program activities; • Develop annual work plans, annual progress reports and quarterly reports.

Qualifications: • Demonstrated expertise in youth issues, and previous experience working with vulnerable populations in Morocco; • Prior experience leading USAID and/or donor-funded development projects (preferably youth-oriented); • Previous experience overseeing small grant programs, substantial experience in strategic planning, developing annual work plans, and ensuring consistency of project service delivery; • Advanced degree in social sciences strongly preferred; • Experience leading diverse teams to achieve objectives; • Experience working with public partners; • Experience using performance measurement systems to provide continual self-assessment and amelioration of project activities; • Fluency in French and English required, including excellent English writing skills; knowledge of Arabic appreciated.
