We are currently seeking a Chief of Party for an ongoing multiyear program in Lebanon. The purpose of the program is to foster economic growth by strengthening horticulture market linkages and establishing a vibrant high-value fruit, vegetables and flowers greenhouse and hydroponic sector. The COP will oversee the development of work plans and budgets consistent with the expected outputs and results of the program, monitor and report on operations, and provide leadership and support to the members of the program team. The COP will represent the program to the public, the donor community, grantees, subcontractors, stakeholders and beneficiaries.

Responsibilities: • Assume responsibility for overall program management, develop a strong, coherent technical vision and initiate innovative strategies across the program. • Supervise program operations and provide technical assistance to ensure that targets, objectives, goals and work plans are achieved. • Supervise preparation of periodic written reports to USAID and ACDI/VOCA headquarters in Washington, DC; these may include weekly, monthly, semiannual and final reports. • Supervise the collection of indicator and supporting data for the performance monitoring of the program and include them in reporting to USAID. • Supervise the hiring, training and management of local staff, including annual performance reviews and pay increases.
• Supervise finance and administrative staff in financial planning and management, human resource management, and daily program administration. • Ensure that program grantees and subcontractors comply with USAID and ACDI/VOCA regulations and procedures. • Monitor and track potential new business opportunities in Lebanon and the region.

Qualifications: • Minimum of 10 years of experience managing complex agricultural development activities, with a proven track record and advanced technical and managerial capabilities. • Demonstrated proficiency in value chains for fruits, vegetables and/or floriculture targeting smallholder farmers is required. • Prior experience with USAID projects, procedures, policies and reporting requirements is required. • Advanced degree in agribusiness, agricultural economics, international development, or other relevant field is required. • Ability to communicate effectively with both the private sector and donor community. • Fluency in English is required; proficiency in French and/or Arabic is desired.
