WORKING ENVIRONMENT: On 17 February 2011, an armed internal conflict began in Libya. Fighting has since led to the significant contamination of mines and explosive remnants of war (ERW) and uncontrolled flows of Small Arms and Light Weapons (SALW) that threatens the lives and livelihoods of civilians and jeopardises the delivery of humanitarian aid. The conflict caused widespread ERW contamination in residential, education, health centres and along key transit routes.

Today, mine/ERW and SALW incidents continue to injure and kill Libyans.

Since April 2011, to reduce these risks and help the population adopt safer behaviours, Handicap International (HI) has been diffusing prevention messages through the training and deployment of emergency response teams, as well as through mass media channels including but not limited to mosques, schools, radio and television.

HI continues to support Libyan civil-society organisations through strong partnership and capacity building approaches.

JOB DESCRIPTION:

As Project Coordinator, under the line-management of the Head of Mission, you ensure the development, implementation, coordination and follow up of the projects in Libya, in line with the strategy defined.

  • You represent HI with external stakeholders in link with the programme activities, partners and you represent the Head of Mission when requested
  • You ensure the operational coordination of the projects (implementation, monitoring & evaluations, capitalization, short term strategy…)
  • You are responsible of external coordination related to operations & internal coordination
  • You ensure the management of 4 persons
  • You provide reporting activities
  • You also contribute towards capitalisation and the association’s positioning

CANDIDATE PROFILE: You have a higher education (degree and/or equivalent professional experience) You have at least 2 years international field experience of implementing, developing and coordinating projects You are experienced in working with multicultural and pluri-disciplinary teams and in an emergency and challenging working environment You have a proven experience in partnership with local authorities and civil-society organisations

The understanding of Humanitarian Mine Action is essential

REQUIRED LANGUAGE SKILLS: Excellent written & spoken English; French and Arabic would be an asset.

JOB ENVIRONMENT: International staff needs to be aware that Libya is an immediate post conflict state and that in some parts of the country fighting is still ongoing. Although a formal stable unifying government is being formed this had not been achieved yet and international staff should be aware of the inherent risks associated with such a context, as well as be able to monitor developments of the situation. Embassies are gradually re-opening in Libya and offering usual consular services to foreign nationals.

Although the job is based in Tripoli, travel to Misrata, Benghazi and Sirte is expected as security allows. You should be willing to travel frequently (more than 50% of your time).

Living conditions: you should expect compound work and living conditions, with limited opportunities to socialise.

Due to the situation the position is non accompanied

EMPLOYMENT CONDITIONS (depends of the experience): Salary: 2200 to 2500€ gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
