Request for Proposals Public-Private Partnership Feasibility Study, Afghanistan (Futures Group/MoPH Afghanistan):

Interested hospital PPP experienced individuals and firms are invited by Futures Group International (FGI) under USAID Contract No. GPO-I-00-04-00015-00 (Task Order 2) to express interest in becoming accepted for a Pre-Qualified Panel of Consultants. The standing offer requires experienced individuals or firms to provide one or more feasibility studies for hospitals which have already been constructed by donors in several provinces in Afghanistan.

Several hospitals are scheduled to be handed over to the Ministry of Public Health (MoPH) within forthcoming months and it has been decided to undertake these hospitals as PPP projects with open competitive bidding to award a contract to a company to operate and maintain the hospital to international standards. Hospitals will range from small district/provincial of 100 beds to larger tertiary level facilities. The feasibility studies will be used to inform bidders and the MoPH of the market, financial projections and many other areas listed in Annex A. Firms or individuals accepted to the panel will be invited to submit specific proposals including feasibility study prices for the hospitals nominated by the MoPH. The first hospital will be Jumhoriat Hospital in Kabul – a 10 story general hospital of up to 350 beds built and equipped in 2009.

Because these PPP feasibility studies will be new initiatives for MoPH, Ministry of Finance (MoF) and the Afghanistan private sector, the successful firms will also be required to provide limited capacity building training to staff of the MoPH, MoF, Provincial Health units and selected community representatives. This Standing Offer document therefore requests training and capacity building skills from the firms to assist in the advocacy of PPPs for the hospitals. Any award of a contract to perform a feasibility study will be subject to availability of donor funding and negotiations with one, some or all of the successful parties accepted to this Panel.

Submit Expression of Interest and capability statement detailing the location, name, type and scale of hospitals for which feasibility studies have been completed; 3. Attach an Annex C containing a full proposal including pricing if your company is interested in receiving consideration for Jumhoriat Hospital, Kabul
