The EIB, the European Union's policy-driven project bank, is seeking to recruit for its Directorate for Lending Operations outside the European Union (Ops B) - Eastern Neighbours and Central Asia Department (ENCA) a:
Resident Representative in Kiev (Ukraine)
Appointment of the post is for a fixed period of 3 years with the possibility of prolongation up to 2 years
The Resident Representative will represent the EIB in Ukraine and support the development of the Bank’s lending activities.
The Resident Representative will act in close coordination with the ENCA divisions as the local contact point for Government offices, EU Delegation, EBRD and other IFIs, borrowers and promoters. S/he will perform a key function of representing, marketing, and developing EIB’s activities in Ukraine.
Accountabilities
Reporting to the Head of Division and collaborating closely with colleagues in the Department, as well as with other Directorates, the Resident Representative‘s prime responsibilities will encompass an advisory and project preparation/support role for the development of operations in Ukraine to:
- Manage and administer the Resident Representation
- Market the EIB lending products
- Contribute to the development of the lending portfolio in Ukraine by identifying new projects based on the lending strategy defined by Head Office
- Execute all phases of the lending process in close coordination with Head Office for selected operations: appraisal, negotiation of contracts, project implementation and disbursement of funds
- Monitor selected projects as necessary, in collaboration with the Monitoring Division
- Maintain and proactively develop relationships with EBRD and other IFIs, Borrowers and Promoters, Government offices, the EU Delegation and other relevant organisations
- Represent the Bank at functions and events (seminars, conferences) in Ukraine
- Facilitate the work of the ENCA divisions and provide guidance and assistance to EIB staff on mission in Ukraine
Qualifications
- University degree in Finance/Economics or a business related discipline
- At least 8 years experience in the banking and financial sector
- Expertise in project assessment as well as experience in finance/credit risk assessment
- Knowledge of the EIB role and of its operational framework
- Proficiency in the standard computer and reporting tools
- Excellent knowledge of written and spoken English and a good command of French. Knowledge of Russian and/or Ukrainian would be a distinct advantage
