DescriptionSUMMARY

Pact seeks a Technical Advisor, HIV/AIDS Services, for a five-year, USAID-funded project entitled improved HIV/AIDS services among Most-at-Risk Populations (MARPs) in Ukraine. The project will provide technical assistance and capacity development support to Ukrainian organizations to implement HIV/AIDS activities, with a focus on prevention; and help these entities become state-of-the-art organizations. The position is contingent upon successful award of the project. The Technical Advisor should demonstrate strong technical knowledge and working experience in implementing national, multi-disease health projects in developing or middle income countries. Successful applicants will be responsible for the quality of the design and delivery of the project’s HIV/AIDS service activities and must ensure that such activities are implemented in compliance with all donor, Pact, and project-specific policies.

RESPONSIBILITIES

• Provide technical direction and oversight to the design, and delivery of all HIV/AIDS service-related activities targeted at increasing the quality of HIV/AIDS services target to MARPs and their partners. Includes responsibility for the design and delivery of data-driven HIV/AIDS services and for responding to changing epidemic patterns.
• Provide lead technical direction/technical assistance in activity planning for increasing the quality of HIV/AIDS services targeted to MARPs and their partners.
• Participate in program monitoring, evaluating, and periodic reporting related to HIV/AIDS service delivery;
• Serve as a Pact liaison to USAID and partners in the field, including government officials and community leaders.
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for all HIV/AIDS service delivery activities;
• Perform other duties as assigned;

QUALIFICATIONS

Education and Experience Requirements:
• Master degree in health or social sciences, or a related advanced degree relevant to the field of public health or business or public administration
• 10-15 years progressive experience in implementing national, multi-disease health projects in developing or middle income countries

Other Qualifications:
• Substantial demonstrated experience in HIV/AIDS services target to MARPs, including MAT, as well as quality improvement
• Substantial experience in at least 5 of the following technical areas: HIV/AIDS services targeted to sex workers/ street children/ MSM/ prisoners; NSP; HCT; Positive Prevention; social and behavior change communications; gender; the use of epidemiology and data in program design, implementation, monitoring, and evaluation; qualitative research; policy and advocacy
• Experienced and established reputation in the field of HIV/AIDS services.
• Proficiency with activities, theories, methods and technology in the field of HIV/AIDS services.
• Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
• Ability to train and develop capacity in regional and country-level staff.
• Strong planning, community mobilization and inter-cultural communication skills required.
• Proficiency in English is required; preference for candidates with Russian or Ukrainian language skills
• Experience working on a USAID-funded or other donor project pertaining to HIV/AIDS service delivery.
• Experience working on in Ukraine or Central Asia preferred.
