IFC defines the South Asia region as India, Bangladesh, Nepal, Bhutan, Sri Lanka and the Maldives. The Access to Finance (A2F) business line includes projects in microfinance, e-banking, affordable housing finance, leasing, SME finance, sustainable energy finance, trade finance, insurance, payment systems, credit bureaus, and capital markets.

Achieving positive development results is at the core of IFC’s mission. The Corporation has undertaken a range of initiatives as a standard-setter in development results measurement. These include the setting up of internal systems to monitor development results; conducting a range of rigorous impact evaluations; and more recently, the IFC Development Goals (IDGs), a set of targets designed to measure clients’ increased outreach in priority areas as a result of IFC support. IFC’s A2F advisory business line is seeking a highly motivated individual to support its Monitoring and Evaluation (M&E) efforts, with special focus on government to person (G2P) payments project in Bihar.

The overall objective of this position is to provide support to the South Asia A2F project teams, in developing logical frameworks and tracking results, ensuring alignment of development indicators with project objectives and working with the regional M&E specialist to develop systems for measuring, reporting and evaluating results.

Duties and Accountabilities:
The Associate Operations Officer (AOO) will work under the supervision of the Regional Business Line Manager (RBLM), A2F, South Asia. S/he will also liaise frequently with the Regional Monitoring & Evaluation (M&E) Officer based in New Delhi. The AOO will have following scope of work:

 Provide support to A2F project teams and the clients to ensure alignment with IFC’s M&E system and reporting requirements as well as donor(s) expectations.

 Assist project teams in identifying development indicators that align with objectives inearly stage of project design, developing logical frameworks, contributing to supervision and completion reports, and post completion monitoring.

 Develop, in consultation with project teams and the clients, reporting/monitoring formats to capture project level data on results and provide support to project teams in collecting and analyzing evidence to substantiate results.

 Track indicators and development results quarterly against projections, and flag gaps or issues to RBLL and project teams.

 Work with the regional M&E specialist and A2F team to coordinate evaluations and surveys to measure project and program effectiveness. This will include developing TORs for external consultants, supervising consultants jointly with the M&E specialist and project teams to ensure that quality outputs are delivered, reviewing reports, providing feedback, and providing regular updates on evaluations to regional M&E team.

 Perform sectoral research as needed, and analyze trends that could impact the achievement of project/programme targets.

 Support the development of case studies and beneficiary level impact stories for the A2F Business Line, in collaboration with Communications and M&E teams.

 Liaise with the RBLM and regional M&E Officer to prepare summary reports on results achieved for the A2F projects in South Asia semi-annually or as needed for internal/external reporting purposes.

 Co-lead the implementation of one or more projects in the A2F business line as assigned by the RBLM.

Selection Criteria:
 Master’s degree in economics, finance, public policy, business administration or equivalent from a recognized institution

 At least 5 years of relevant experience in project management, monitoring and evaluation of development programs and/or financial service projects. Experience of working in South Asia region is highly desirable.

 Experience in microfinance, payments, SME Banking, Payments, Housing Finance, Sustainable Energy/Water Finance, and/or Agrifinance is preferable

 Sound knowledge of M&E frameworks, indicators and tools and proven ability in using them.

 Strong technical background especially in sampling methodology and use of SPSS/STATA is desirable.

 Excellent analytical and conceptual skills combined with strong communication skills in speaking, writing and presenting confidently

 Demonstrated team player with willingness to contribute as needed to overall IFC work

 Commitment to quality service, drive to exceed expectations, and proactive development of relations with IFC clients

 High level of proficiency with MS Office software, and facility and experience with manipulating databases, analyzing data, and preparing graphs, presentations, and papers

 Ability to work independently, multi-task, deal with conflicting priorities and deliver high quality work on schedule

 Ability to work effectively under time pressure with high degree of accuracy and with a strong capacity to produce quality work.

 Strong oral and written English skills, including ability to write and edit project/program documents.

 Ability and willingness to travel in the South Asia region.
