Deputy Team Leader (Capacity Development)



Long term contract
Based in Port Moresby, PNG The PNG Provincial and Local-level Governments Program (PLGP) is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through capacity development of provincial governments and other key national agencies. PLGP is seeking applications from highly experienced development professionals to provide support and leadership to a multi-location, multi-disciplinary team, and its interaction with key stakeholders. The Deputy Team Leader (Capacity Development) will support the Program Team Leader in their accountabilities by contributing to the scoping and design of capacity development interventions and supporting the Team Leader with the management of the program in order to achieve objectives and outcomes, recommending changes where identified. This role will oversee the support to program stakeholders to carry out capacity building analysis, to assist with the generation of terms of reference, implementation and the review of capacity development approaches. To be successful in this position, applicants will need to demonstrate significant experience in a similar leadership role. You will have at least 10 years proven experience in advising and reporting on capacity development, preferably in a decentralised, developing country context. It is essential that you have strong interpersonal skills with proven experience in developing constructive and supportive relationships with the ability to engage with donors and senior levels of government on a strategic level with regard to capacity development and service delivery problems. The ability to adapt to and to be able to work effectively in a cross-cultural environment will be essential for success as will a strong understanding of cross-cutting issues and development effectiveness principles.

PLGP is seeking applications from highly experienced development professionals to provide support and leadership to a multi-location, multi-disciplinary team, and its interaction with key stakeholders.

The Deputy Team Leader (Services) role will support the Team Leader fulfil their accountabilities by contributing to the effectiveness and efficient procurement of program inputs, including advisers and non-advisory inputs, the management of the Program Office and Provincial and Local Government Program financing arrangements and meeting contractual obligations.

You will liaise with and be responsive to AusAID, Provincial and Local Government Program Stakeholders and will maintain contact with senior officials of Provincial Administrations and support the implementation of the Provincial and Local Government Program to be responsive to and to facilitate the needs of the client.

To be successful in this position, applicants will need to demonstrate significant experience in a similar leadership role. You will have operated successfully as part of a senior management team within a large organisation and be experienced in meeting donor planning, monitoring and reporting requirements. You will have a strong background in finance, human resource management and planning experience. The ability to adapt to and to be able to work effectively in a cross-cultural environment will be critical for success as will a strong understanding of cross-cutting issues and development effectiveness principles.

PLGP is seeking applications from highly experienced development professionals to provide support and leadership to a multi-location, multi-disciplinary team, and its interaction with key stakeholders. As Team Leader you will oversee the delivery of the Provincial and Local Level Governments Program to maximise its effective whilst ensuring the implementation of cross-cutting issues. The Team Leader will provide practical and strategic advice to Provincial and Local Government Program Stakeholders in the support of the achievement of the End-of-Program Outcome. The successful candidate will be responsible for overseeing the preparation and timely implementation of annual plans and Monitoring and Evaluation Framework. You will develop a strong performance culture in all areas of the program to ensure requirements are delivered as agreed. To be successful for this position, applicants will need to demonstrate significant experience as a Team Leader in a similar role including leading and managing large and diverse teams and in providing strategic advice and planning on a large and complex donor funded program. Ideally you will have 10 or more years proven experience in governance or institutional strengthening, preferably in a decentralised, developing country context. A strong understanding of cross-cutting issues and development effectiveness principles is critical as are excellent interpersonal skills and the ability to engage key stakeholders and partners.
