Country Representative

Position Start Date: Asap Project Duration: 24 months Location: Afghanistan - Kabul Reporting to: Desk Officer, based in Head Office Supervises: All employees of Terre des hommes in the posting country

Contractual Conditions: Swiss salaried contract 5014 Chf (~3900€) < > 6150 Chf (~4800€) net salary/month according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up a maximum of 1000 USD. General Responsibilities: As the senior representative of Tdh Foundation Lausanne in Afghanistan, the Delegate coordinates and manages all Tdh related activities linked to Terre des hommes projects in the country, including: local fundraising and donor relations, the professional quality of our partnerships, the development, management and delivery of a range of professional development and humanitarian programmes according to PCM principles, the systematic monitoring of programmes against expected outcomes and indicators, human resource, financial and administrative management, safety, security and child protection. The Delegate will work closely with the Desk Officer, Programme Manager, Regional Programme Manager and technical Resource Persons and with others assigned by Tdh to the country for specific technical and / or support roles. The Delegate will protect and promote the good name of Tdh at all times.

Country Strategy: • With HQ, develop a country strategy for Afghanistan that reflects the child focussed development and humanitarian principles of Tdh.

Programme Strategy:
• Overall responsibility for the successful delivery of Tdh’s existing programmes: WASH (SDC), Mother and Child Health (LED and CdB)and the Child Rights Consortium (EC). • With HQ, to prepare a new project proposal to the EC for the Child Rights Consortium 4 (from October 2012) • With HQ, to develop new programme proposals as appropriate using PCM guidelines • Work with counterpart in Pakistan to develop, manage and monitor the Afghan part of a proposed Hindu Kush Strategy (August 2012) • Participate in the development, implementation, management and review of these and future humanitarian and development projects and programmes in Afghanistan, ensuring compliance with contractual obligations and the principles of project cycle management.

Ensure contract compliance: • Quarterly, monitor the performance of each project / programme in terms of its success in meeting expected outcomes and indicators. • Work closely with HQ and donors / funders to address any programme divergence from expected outcomes (activities, outcomes, finance, etc.)

Institutional policy: • To ensure that professional practice is followed in all operational areas through the implementation of Tdh policies.
Capacity building: • To support partners, as necessary, in their understanding of Project Cycle Management, providing technical support and organizing training if appropriate • To refer partners for external training as appropriate to their learning needs and project outcomes. • To organize specialized JJ related training for police, JJ teams within the project and other JJ professionals and practitioners associated with the project outcomes.

Partnership: • Ensure that all would be partners meet Tdh criteria of Child Protection and Good Governance • Ensure that project proposals are presented to Tdh in a professional project proposal format and include a full budget, logical framework and time bar chart, keeping the desk fully informed. • With HQ, to draft partnership agreements that specify the expected outcomes of all partners’ work (consistent with the contract with the donor), that include responsibilities to best practice in Child Protection and Good Governance, and which are consistent with national labour requirements. • Implement and follow up the partnership agreement signed between Terre des hommes and its partners.

Finance: • Take overall responsibility for all funds sent to the delegation and to the projects. • To ensure that the Finance Manual is updated and relevant and used systematically in order to reduce the need for individual discretion. • To take responsibility for funds given to partners as part of partnership agreements • To ensure that Tdh finance and admin policies are followed in the banking, use and accounting of all monies received in the Delegation, whether by Tdh or its partners.

Human Resources management: • Manage through supervision, support and training Terre des hommes employees, expatriates as well as local staff. • Recruit Tdh local staff, ensuring compliance with local labour laws • With Tdh, to put in place a salary scale and structure that is both fundable and which allows Tdh to attract and retain qualified and experienced staff members • Develop and monitor outcome / impact focussed work plans • To appraise the work performance of the Senior Management Team. • Elaborate, implement, monitor and update the delegation personnel policy.

Safety and security: • Elaborate, implement, monitor and update the delegation safety and security plan, keeping Tdh fully informed. • Take responsibility for all safety and security issues related to Tdh’s activities, staff and beneficiaries • Ensure that vehicles, work places and guest houses meet Tdh and / locally recommended standards of safety, whichever is the higher • Collaborate with ANSO and other security related agencies and update the Desk Officer and the Security Manager regularly on the security situation.
• Prior to their arrival in Afghanistan, to advise all guests and visitors of the Tdh security policy and ensure they are understood and followed during their stay.

Reporting (communication / information): • Ensure a common reporting system for partners that is outcome / objective focussed rather than activity focussed. This is particularly important for the CRC where different partners report on different activities designed to contribute to a common goal. • Provide the Desk Officer with outcome focussed situation reports (sit reps) no later than the 10th of the following month • To prepare project reports in English, accurately and on time, that focus on the achievement of success in meeting our expected outcomes / objectives and indicators. • Provide Tdh with all information that may be required for publicity or fundraising purposes.

Representation and networking: • Represent the organisation in the country, particularly to the government, official agencies, other non-governmental agencies, donors, visits, guests and the community. • Ensure that all formalities required by government and other official agencies are properly prepared and punctually presented.

Fund raising: • Maximise local fund raising. • Maintain close contact with local fund raising groups and with institutional donors

Administration: • Implement and update Tdh delegation’s rules and procedures.

Child Protection Policy: • To commit to respect the Child Protection Policy • Review our partners’ commitment to and practice of Child Protection prior to and during partnership • Commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.

Profile: • Education: University degree or similar education • Language: English, Dari, Pashto • Experience: Previous experience of seniority in an NGO / INGO and of working in a developing country, experience of Human Resource Management: good interpersonal skills. • Strong team leadership qualities • A commitment to excellence, attention to detail. • Leadership, maturity and good judgement: able to act clearly and decisively in difficult, stressful conditions. • A commitment to safety and security and the ability to engender this in all staff members. • An solution / outcome oriented approach to programme management supported by a professional knowledge and experience of the principles of PCM. • Excellent reporting skills in English.
