Reintegration Specialist to its Afghanistan operation

The Danish Refugee Council (DRC) is looking for an experienced and capable Reintegration Specialist to its Afghanistan operation, which is the hub of the wider Af-Pak regional programme comprising DRC field offices in Afghanistan, as well as Pakistan, Iran and Tajikistan.

BACKGROUND

DRC’s regional approach to Afghan and Pakistani displacement is continuously being consolidated and further conceptualized. Operational presence is established along the displacement axis with DRC field offices in Kabul, Afghanistan, Peshawar, Pakistan, Tehran, Iran and Dushanbe, Tajikistan. By the beginning of 2012, DRC staff in the region comprises 14 expatriates and more than 200 local staff.

Afghanistan has experienced more than three decades of war, political upheaval and insecurity, resulting in millions of Afghans fleeing the country for protection in neighbouring countries, primarily Iran and Pakistan. Challenges for a sustainable reintegration process of the magnitude Afghanistan is facing are vast and diverse, including insecurity and conflict, scarcity of land, shortage of housing, and foremost lack of livelihood opportunities and sufficient income. This is compounded by limited Government capacity to deliver basic services and address the acute shortage of livelihood opportunities coupled with significant ‘urbanization’ of returnees and rising numbers of Internally Displaced Persons(IDPs), protection concerns, acute gender inequalities, and frequent natural disasters.

In Afghanistan, DRC will support the United Nations High Commissioner for Refugees (UNHCR) goal to bridge the gap between humanitarian relief and long-term sustainable development by ensuring following the actions:

• Promoting a strategy of targeted reintegration interventions to bring the standard of living of returnees to the level of the local population and enable them to benefit from larger development programmes;

• Capacitating and engaging appropriate national institutions, and supporting the eventual mainstreaming of these activities within national development programmes, with a clear recognition that sustainable reintegration is a critical component which impacts absorption capacity and the stabilization of returnee and displaced populations.

The Danish Refugee Council (DRC) is a global strategic partner to UNHCR and has agreed to support the wider reintegration process at different levels; including employment of a DRC-based Reintegration Specialist to support UNHCR and the Afghan Ministry of Refugees and Repatriations (MORR) in their joint strategic efforts to promote reintegration of returning refugees and internally displaced persons (IDPs).

OVERALL RESPONSIBILITIES

• Representing DRC in relevant strategic forums and ensuring liaison between DRC, UNHCR and MoRR, and all stakeholders including other relevant ministries involved in the reintegration strategy, as appropriate.

• Supporting MoRR in the design, coordination, monitoring and evaluation of a reintegration strategy in coordination with UNHCR, DRC and all stakeholders.

• Supporting the systematic identification of lessons learned and priority areas for intervention to be considered in the reintegration strategy.

• Take part in DRC internal regional strategy development, fundraising efforts and identification of new areas of intervention – in close cooperation with DRC HQ, DRC Regional Director, and DRC programme staff in Pakistan, Iran and Tajikistan.

• Any other tasks assigned by DRC AF-PAK Regional Director or DRC HQ.

SUPERVISION AND REPORTING

The Reintegration Specialist will report to the DRC AF-PAK Regional Director. UNHCR, MORR and other relevant stakeholders will also be updated to ensure appropriate coordination.

QUALIFICATIONS

• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or similar.

• A minimum of 5 years of experience in the humanitarian sector with progressive responsibilities; prior experience in refugee and IDP programming is essential, in particular in reintegration scenarios.

• Proven experience with strategy development

• Experience of liaising and advising at senior government levels, as well as negotiation skills to develop consensus among different actors.

• Experience of networking, advocacy, coordination, donor liaison and fundraising highly desirable.

• Strong analytical, interpersonal, communication and writing skills.

CONDITIONS

Duty station: Kabul, Afghanistan (non-family duty station with R&R regime). The Reintegration specialist will work out of DRC’s Kabul office and be accommodated in DRC guesthouse.

Availability: As soon as possible.

Contract: 9 months, with possibility of extension subject to funding and performance. Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates, which can be found on our website www.drc.dk under Vacancies. The position is placed at Level D1.
