LOGISTICS OFFICER, DUBLIN

Reporting to: HQ Logistics Manager
Job Location: Dublin
Start Date Required: Mid February 2012
Contract Length: Permanent



General Description of the Role
Support the Logistics Manager HQ (LM) in managing the logistics function of GOAL primarily by monitoring, guiding and supporting the field in regard to GOAL’s logistics processes e.g. approvals, procurement, assets and fleet.



Key Responsibilities
1. Policy, Governance & Compliance – Consolidating issues arising from GOAL’s Internal Auditor or other HQ visits for the Logs Manager (LM);
2. Procurement:
• Follow through on all high value purchase orders and ensure correct approval process is adhered to, including filing.
• Assist the LM with analysis of country procurement plans;
• Effecting the procurement of items as required by field including all activities from shipping to follow up from order to delivery;
• Keeping up to date the GOAL HQ Vendor roster;
• Follow up with the field that order tracking databases are kept update;
3. Asset & Fleet Management – Consolidate all country asset and fleet reports for the LM
4. Insurance – Consolidate field insurance status and advise on any gaps.
5. Reporting – Follow up on the completion of all required field reports, assist the LM in the consolidation of these into one global report and advise on specific actions;
6. Proposals & Budgets – Assist the LM in reviewing proposals and contracts from a logistics perspective;
7. Field Support – Act as a daily focal point with the county logistics departments. Follow up on a daily basis queries from all fields, advise where possible and/or refer to the LM or Nairobi office;
8. Training & Induction – Assist the LM in providing training and induction on logistics processes for outgoing field - and HQ staff;
9. Emergency preparedness and response – remaining up to date on GOAL logistics procedures in regard to emergency response and participate actively in effecting these whenever an emergency occurs , e.g. preparing and shipping of the emergency kit
10. Other - Undertake other tasks relating to GOAL activities as requested in agreement with the LM



Requirements
Essential:
• A degree in Logistics, Engineering, Business, or equivalent;
• Excellent organisational skills with an ability to juggle multiple tasks effectively;
• A good level of time management skills and the ability to work to targets alone.
• Interest and proven experience in regard to administrative and analytical tasks;
• Highly developed communications skills including professional written and verbal communications skills;
• The ability to work as part of a team;
• Computer skills including data entry and database management;
• Ability and willingness to travel overseas for short periods.

Desirible
• Overseas logistics experience in an NGO;
• Previous project management experience;
• Experience in regard to supply chain management, fleet management.
