About IFES:
IFES is an international, nonprofit organization that supports the building
of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.

Project Title(s): This position will manage the entire Francophone West Africa portfolio, which currently includes IFES programs in : Guinea, Cote d’Ivoire, Senegal, Mali and Niger.

Position Summary:
This position represents the expert professional and advanced manager classification in the Programs Job Family. The Program Manager for West Africa will manage three full time staff members, including 2 Program Associates and a Program Officer. The PM will be responsible for managing a significantly large and strategic portfolio. The PM will provide management for the francophone West Africa portfolio and reports to the Deputy Director for Africa.

Job Responsibilities:

Responsibilities:
• Responsible for design, implementation, evaluation, and overall management of project portfolio;
• Participates in development of division’s strategic plan. Seeks out business development opportunities.
• Serves as team lead for outreach and development efforts, including proposal teams and concept papers in the subregion.
• Contributes to budgets and approves field expense reports. Responsible for financial oversight of projects in collaboration and partnership with Finance Team.
• Establishes, maintains and develops relationship with field office, peers, subordinates, HQ staff, funder community and consultants at large for the purpose of business development, information dissemination and effective program implementation and management;
• Travels to field offices on a regular basis to oversee/monitor project activities; meet and strengthen relationship with donors and partners.
• Directs staff in the timely development and final production of reports to funders.
• Serves as team manager. Provides professional developmental opportunities for junior Program staff. Evaluates performance of Program Officer and Associates. Incorporates feedback from DC staff into evaluation of Country Directors. May exercise formal actions pertaining to employee relations.
• Ensures adherence to terms of funding agreements for department’s managed projects, including project deliverables;
• Alerts division management of programmatic concerns, challenges and difficulties in a timely fashion;
• Oversees recruiting, interviewing, and hiring staff as needed;
• Provides technical support for programs as requested;
• Perform other duties as needed.

Qualifications:
• BS/BA required, Masters preferred;
• 8+ years experience in international development or related field;
• Experienced managing USAID and other donor funding mechanisms, with strong knowledge of donor regulations and procedures.
• Experience with democracy and governance work in developing countries.
• Excellent command of French and English, abiliy to work in both languages.
• Highly experienced with budget management and oversight of projects.
• Proven abilities in staff management, project administration, and financial management skills;
• Proven program design and project management experience;
• Solid and proven proposal and donor development skills;
• Experienced proposal writer.
• Capacity to work well with minimal supervision;
• Ability to undertake international travel as needed;
• Highly proficient with Microsoft Excel, PowerPoint and Word.
