Project Director - Libya

Freedom House supports the spread of freedom and democracy throughout the world through research, effective advocacy, and programs directly supporting frontline activists. Position Summary
The Project Director will support the goal of fostering an independent, dynamic, and effective civil society to play a key role in Libya’s democratic transition through initiatives in advocacy, civic education, government accountability, and citizen mobilization. He/she will establish Freedom House’s on-the-ground presence in Libya, with technical support from our Tunisia office. The Project Director position is based in Libya and reports to the Regional Director for MENA programs. This position is contingent on funding.
Some Duties and Responsibilities
  • Establish a working dialogue with potential Libyan partners and identify program participants
  • Mentor partners and provide continuous technical assistance on how to outline and implement advocacy projects
  • Manage the entire Libya program, including financial oversight
  • Contribute to development and implementation of strategic vision for Freedom House’s support for democratic transition in Libya
  • Assist in programmatic development and project support for future programs
  • Help team plan and prepare proposals/reports/budgets (write, edit, proof, revise)
  • Prepare correspondence and reports from local conferences and discussion panels
  • Implement activities related to network creation, public awareness training, communication with the public and news media on program activities and accomplishments
  • Develop strong relationships with international organizations, foreign embassies, and donors
  • Represent Freedom House at various conferences and events as required
  • Other related duties as assigned.


Qualifications


Minimum Qualifications
  • Bachelor’s degree political science, international relations, or related field; Master’s degree strongly preferred
  • Minimum 10 years of experience conducting democracy and human rights programs, preferably in areas with minimal infrastructure and local support
  • Strong ability to communicate effectively in English and Arabic, both orally and in writing
  • Experience designing and delivering organizational development training and technical assistance to civil society organizations in the MENA region
  • Strong knowledge of transitional justice, civil society, and human rights principles
  • Proven knowledge of and experience with USG funding regulations
  • Ability to understand and implement procedures, and organize staff to meet multiple deadlines
  • Strong knowledge of financial management, and grants-related compliance requirements
  • Excellent judgment in problem solving and decision-making on a consistent basis
  • Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
  • Ability to work flexible schedule including evenings and weekends to complete tasks or attend events
  • Excellent interpersonal skills and ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
