PSI seeks candidates for the position of Behavior Change Communications Consultant. The consultant will provide technical support to the HIV Director to sustain an innovative performance-based IPC (Inter-personal communication) structure for its current MARPs project. The Consultant will also develop high quality generic communications consistent with standards for a state of the art, comprehensive HIV/AIDS prevention program. The successful candidate will have the demonstrated ability to understand high risk groups namely, female sex workers and their clients, truck drivers, and MSM and transform that knowledge into innovative, effective behavior change communications that encompass comprehensive combination prevention. He/she will have experience in designing and implementing combination prevention programs and linking non-clinical and clinical components of the program. . The position is based in Luanda with travel as necessary to the other provinces where the program is being implemented. The position reports to the project Chief of Party with a dotted line to the Director, Sexual & Reproductive Health & TB at PSI Washington. This is a short-to-medium term consultancy (3-6 months).

RESPONSIBILITIES:
• Provide leadership to the HIV department, along with marketing and communications creative team to deliver a comprehensive and integrated approach to HIV/AIDS prevention in PSI Angola;
• Work with the research team to ensure relevant behavioral determinants have been identified and addressed in designing and developing BCC messages and activities;
• Oversee and make improvements to the existing IPC structure and improve systems for evaluating the impact and effectiveness of that network;
• Oversee the development and production of communication materials including print and electronic media, IPC materials, promotional items, and training manuals;
• Scale-up and improve IPC activities to increase targeting and participation by adopting models and tools to be used for HIV and AIDS
• Provide technical assistance to the HIV Technical Director
• Support and provide team leadership for the HIV, marketing and communication departments through resource planning, work assignment, information exchange, and setting goals;
• Create the environment for staff training and coaching and develop realistic strategies for capacity building in the HIV marketing and communications creative team;
• Perform any other related duties as may be required.

QUALIFICATIONS:
• Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience in related field
• Minimum 3 years experience developing BCC messages and interventions
• Minimum 3 years demonstrated staff management and project oversight
• Fluency in spoken and written English
• Excellent writing and presentation skills essential
• Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential
