Objective:
DAI is seeking applications for the Senior Budget Expert opening on the ongoing Fiscal Policy and Expenditure Management Program (FPEMP) in El Salvador. Ideal candidates will be available, to start on short term/ consulting basis, with possibility of extension into a 2-year assignment.
The purpose of FPEMP is to support a technical assistance program to the Government of El Salvador’s (GOES) Ministry of Finance (MOF) in the areas of tax policy and administration, public expenditure management systems, and public-private dialogue between the government, the private sector, and the broader public. The main counterpart for the activity will be the Ministry of Finance (MOF). FPEMP has three main program objectives: Enhanced Public Expenditure Management; Improved Revenue Mobilization; and Strengthened Private Sector Engagement.
Responsibilities:
The main objectives of this assignment are:
- To provide technical support to the GOES efforts in reforming the budget system and strengthening of technical capacities, processes and management information systems required in modernizing public expenditure management;
- To accompany the reengineering and implementation of the new budget structure (cifrado presupuestal) and the new budget classifiers thus laying down the basis for a more enabling environment and sustained path to results oriented budget reforms, as envisioned by GOES; and
- To enable a coordinated approach to budget reform by integrating discussions and activities among the General Directorates of Budget, Public Investment and Government Accounting and the President’s Technical Secretariat (STP).
The Senior Budget Expert will work to achieve the following results:
- Assess the new financial reporting and internal control needs of GOES, including those from budget execution and evaluation, tracking of accounts receivables and payables, accumulation of assets and liabilities, tracking of physical outputs and outcomes, and other reports required from adopting of GFS 2001 and selected IPSAS standards;
- Propose a unified and harmonized budget structure that is ultimately suitable and responsive to the new financial recording and reporting needs of GOES programs and projects. Options and recommendations should follow best international practice, thus allowing to consolidate operating and investment operations, line up operating expenses to projects, financial and physical indicators and integrating various key segments of coded information, such as: the functional and programmatic dimensions, the economic classification and source of financing, and the geographic segment, among others;
- Ensure that the budget structure proposed above is designed with a view to (a) establish budget responsibility and accountability levels down to programs, sub-program and projects across Government, at national and regional branch levels; and b) integrate financial and physical indicators by a monitoring and evaluation system that is to be developed by a different expert at a later stage;
- Propose a medium-term strategy plan for phasing in the implementation of the new budget structure, in close coordination with the General Directorates of Budget, Public Investment and Government Accounting, and the President’s Technical Secretariat;
- Assist and coach the SAFI (National Financial Management System) team in drawing all the design specifications and information needs from the above central directorates and budget and planning officials of line ministries;
- Assist the above central directorates and budget and planning officials of line ministries in developing new programmatic and productive chains with all elements aligned to the new budget structure and test the recording and reporting of financial operations under the new budget model;
- Assist and coach the SAFI team during the stage of adopting the new budget structure, operating in pilot ministries and making any necessary adjustments in close coordination with the above central directorates;
- Provide technical support to the GOES in the implementation of the Medium Term Expenditure Framework system.
- Liaise with the General Directorate of Government Accounting in the aligning the changes in the budget nomenclature to and updating of the Chart of Accounts; and
- Collaborate with the MOF efforts in providing Training of Trainers (ToT) about fiscal transparency and changes affecting budget and accounting practices;
- Collaborate with the MOF efforts of sensitizing the GOES, Congress, and the civil society about the reasons and purpose of change in the budget structure.
- Provide technical support to the MOF in the implementation of a result oriented budget methodology for the programs the MOF determines.
Qualifications
Required Qualifications:
- Ideal candidates will have broad experience with both formulation and implementation of budget systems and structures; have knowledge of the various budget classification models and the evolution of budget management systems, techniques and lessons gained throughout Latin America in particular.
- He/she must be able to design and implement reforms in the budget structures and nomenclatures for central budget departments and new budget classifiers for key sectors, such as public health and education.
- He/she must have previous experience in the implementation of a Medium Term Expenditure Framework.
- Working fluency in Spanish and fluency in English are required;
