Cash Transfer & Commodities Officer

To ensure appropriate coordination, monitoring, management and reporting of food/ Cash and non-food related projects ( as per World Vision Partnership Standards and Donors requirements) is highly observed.


KEY RESPONSIBILITIES:

    • Ensure skilled monitoring, reporting and documentation of commodity/ Cash movements are produced and that all monthly field reports are reviewed, crosschecked and approved and that all donors and SO’s reports are submitted on monthly, quarterly and end of project basis and that a proper filling system of those is observed.
    • Coordinate food/ Cash distribution, including raising food requisitions, random oversight of end-use monitoring to verify that food/ Cash and non food distribution are properly accounted for according to international standards set by food aid/ Cash donors and other partners.
    • Ensure the effective integration of HEA programming into WV Mali with development programs such as ADP’s, WASH, Food security and Nutrition programs to facilitate both WV Mali Staff and communities are able to detect, militate against, prepare for, respond to and recover from emergencies.
    • Organize weekly meetings and record proceedings with Food Monitors, warehouse staff, CAR staff, delegate on who should authorize the dispatches of food/Cash and non food commodities based on approved distribution plans.
    • Get in contact with the communities and / or all local authorities (Regional representatives, Ministry of Health at National and Regional level...) to ensure their participation in planned food aid/ Cash/ non food activities is met.
    • Ensure contracts with transporters, owner of the Offices and Warehouses, logistical equipment (Cars for transport, Scooping materials, and banners) and relevant staffs are prepared and available for each planned distribution.
    • Ensure that warehouses are well-maintained, they meet professional requirements, safety regulations and facilities are available to handle commodities in a timely and orderly manner; this includes also monthly cross checking inventories in Regional and CSI’s stores to ensure that losses are averted or appropriately reported for, if irreversible.

KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Must posses a University degree in a development discipline, management or Statistics.
    • Experience: have a minimum of three years field experience in project management
    • Preferred: International Working experience in the coordination of Cash/ Food Aid projects.
    • Requires good interpersonal, written and oral communication skills.

Commodity & Cash Accounting Reporting coordinator

Build National CTS Staff capacity in applying principles of accounting, to analyze commodity/Cash accounting information and prepare National commodity reports by compiling information, preparing monthly commodity statements such as the Commodity Status Report, Recipient Status Report and Commodity/ Cash Summary Statement utilizing appropriate accounting control procedures


KEY RESPONSIBILITIES:

      Commodity/ Cash Reporting
    • Compile and analyze commodity/Cash information to prepare statements including monthly and quarterly and yearly status reports and commodity summary statements
    • Prepare monthly, quarterly and yearly reports showing planned versus achieved
    • Ensure all commodity/Cash reporting deadlines are met, data updates from different operational areas are received and consolidated.
    • Ensure accurate and timely monthly and yearly end close procedures. Control revision of monthly and yearly reports
    • Maintain and implement commodity/Cash tracking and management systems. Enter or supervise the entry and update of information in the computer system.

      Record Keeping
    • Ensure commodity/ Cash records are maintained in compliance with standard policies and procedures
    • Monitor and review accounting documents and reports from the field for accuracy and completeness. Resolve accounting discrepancies and irregularities
    • Maintain a neat organized and chronological filing system
    • Update shipment register and shipment receipt summaries
    • Update loss claim register and loss files
    • Review food monitor reports and center visit reports for consistency
    • Review physical inventory tally sheets for consistency
    • Coordinate with the finance department in the processing of transporter and donor invoices for reimbursement

      Accounting Control and Audits
    • Establish and monitor the implementation and maintenance of accounting control procedures in the field
    • Work together with the Project manager in preparation for audits and coordinate the audit process

      Training
    • Build capacity for CTS National staffs by conducting on the job training and refresher training of district level commodity accounting staff on the proper application of World Vision commodity management standards including the tracking systems, document and reporting formats


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Certified WV CTS User / Advanced User
    • Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, economics or a related field and one year of general fund accounting experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.
    • At least two years hands on experience of commodity tracking and accounting
    • Have strong computer skills with working knowledge of Ms Access, Ms Excel and Ms Word.
    • Good Capacity building skills.
    • Must be ready to work long hours in harsh stressful environment and security risk areas.
    • Honest, hardworking and God fearing with ability to conduct oneself in line with Christian values and understanding of World Vision Mission Statement.
    • Must be a team player and have good management/supervision and inter-personal skills.
    • Should be a problem solver and have good analytical skills.

Cash Based Programming Project Manager

PURPOSE OF POSITION

As part of the WV Mauritania Food Crisis Response Team, the Cash Based Programming Project Manager’s role is to provide leadership in the implementation of Cash-Based Programming to ensure the project reaches the intended beneficiaries and achieved the intended outcomes.


KEY RESPONSIBILITIES:

    • Work closely with internal and external stakeholders to design the CBP project with objective to ensure food insecure communities have the capacity to access food markets throughout the life of the project.
    • Setup CBP project team and ensure each staff contributes to the project outcomes according to the plan.
    • Investigate and proposed to senior management the best cash delivery agent.
    • Together with M&E unit setup monitoring indicators and ensure M&E unit are delivering monitoring reports on regular basis.
    • Setup / revise project budget and monitor its implementation. Ensure all expenditures according to WV financial policies and manual.
    • Monitor donor’s incoming commitment to ensure funds availability for monthly operation.
    • Ensure project is running according to the agreed timeframe and Detailed Implementation Plan.
    • Monitor the transfer-value to ensure its efficacy / relevancy to the current retail price. If transfer-value no longer relevant, revise the transfer-value by engaging relevant stakeholders and revise project budget accordingly.
    • Together with M&E Manager to identify area for research to deepen the learning around CBP.
    • Coordinate and communicate with internal stakeholder to promote integration and smooth project transition.
    • Coordinate with external stakeholders including, but not limited to, academia, NGOs, Government, Private Sector, USAID and WFP in order to advance the learning goal of the project
    • Maintain all documentation relating directly to Cash Transfer activities required to ensure accountability to WV SOs and the right bearers/ beneficiaries of this project
    • Oversee administrative matters relating directly to Cash Transfer activities: time-sheets, payment schedules, required paper-work, liaison with finance department and reconciliation of records
    • Periodically review cash delivery agent to ensure their efficiency and identify areas of improvement
    • Prepare monthly reports and coordinate monthly reflection meetings internally with unit members and externally with the relevant sectors
    • Ensure reports are sent according to the agreed schedule to donor, Support Offices, FPMG and other relevant entities.
    • Manage ad-hoc issues arise from day-to-day project implementation
    • Receive additional task from supervisor.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • A postgraduate degree (MSc/ MA) in economics, social science, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area.
    • Good theoretical and working knowledge of Cash-Based Programming
    • Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines.
    • Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
    • An understanding of labour based interventions (FFA/FFW)
    • Understanding of basic economics i.e. elasticity of demand and supply and substitution effects
    • Ability to articulate the disincentive hypothesis as it relates to food aid and the possible interactions between food and markets (labour and commodity)
    • A clear appreciation of coping mechanism and strategies
    • Analytical and systematic in approach, yet able to think and act strategically
    • Experience in Project Management
    • Proven skills in process and group facilitation, training and capacity building
    • Fluency in English and French is a must, both written and oral.
    • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
    • Must adhere to set security standards

Finance Director - WV Senegal

To provide strategic leadership and direction to the WV Senegal finance department and ensure the proper implementation of financial policies for WV Senegal’s increasingly expanding national program. This includes and is not limited to budgets, cash management, grant and donor accounting, project auditing, and accounting/financial reporting ensuring compliance with established and appropriate policies and World Vision International standards relevant to respective projects.


KEY RESPONSIBILITIES:

      Financial/Accounting Management:
    • To ensure that there is a viable capacity building and knowledge transfer plan in place for the finance department
    • Ensure financial systems are established/maintained to comply with appropriate policies.
    • Ensure that quality financial reporting is completed, ensuring that deadlines are met.
    • Formulate and implement project accounting systems, including grant accounting.
    • Oversee annual audit.
    • Oversee internal controls and modify as needed.
    • Address audit findings and recommendations.
    • Review financial summary and analysis reports.
    • Approve and submit financial reports, including compliance with specific grant reporting requirements.
    • Ensure monthly reconciliation of advances and balances.

      Relationship-building:

    • Prepare budgets identifying funding sources to assist with program planning.

      Human Resource Management:
    • Build a strong Finance Team, providing strategic guidance and strong management skills to guide and build the capacity of a cross-cultural team.

    • University degree in Accounting or Finance.
    • Chartered Accountant or CPA, or otherwise internationally recognised accounting certificate.
    • Minimum five years accounting experience.

KEY RESPONSIBILITIES:

    • Provide strategic leadership for the development and strengthening of World Vision’s global capacity building and training.
    • Provide strategic, operational and technical leadership for the successful training and preparation of staff in World Vision’s food assistance programmes globally for relevant food assistance skills required for effective performance in complex emergencies, transitions and development contexts
