Senior Advisor Water, Sanitation and Hygiene (WaSH)

Based in Vientiane, Lao PDR

In Lao PDR, SNV's water, sanitation and hygiene activities aim to support capacity development that improves the health and living conditions of poor households in an environmentally sound way, through sustainable clean drinking water, improved sanitation facilities and safe household hygiene practices.

SNV supports clients to develop an effective enabling environment for increasing access to improved water, sanitation and hygiene, particularly for the rural poor. We do this by improving capacities, practices and policies relevant to the sector by engaging key stakeholders, including government, civil society and private sector organisations, as well as local capacity builders.

The WaSH advisor develops new programs, oversees implementation of current programs, provides content leadership to a team of SNV WaSH advisors, and leads fundraising for new SNV WaSH programmes.

Responsibilities

  • Positioning and Strategic Scoping:

Further strengthen SNV´s niche and reputation in the WaSH sector among key stakeholders in Lao PDR, develop new programme concepts and proposals, and support fund raising for SNV’s WaSH programme in Lao PDR.

  • Network and Partnership Development:

Take up the role of SNV WaSH Sector Leader in Lao PDR and lead SNV WaSH team in development and coordination of strategic partnerships for joint service delivery, achieving impact at scale, knowledge development, and fund raising purposes.

  • Oversight:

Oversee implementation of ongoing WaSH programs; monitor outcome and impact achievements; ensure quality of advisory delivery by teams and local capacity builders; ensure sound integration of governance and gender in all programs.

  • Advisory Services:

Provide advisory services to key clients.

  • Coaching:

Provide coaching to team members.

  • Knowledge Development:

Provide content leadership to the SNV Lao PDR WaSH team and strengthen SNV Lao PDR’s knowledge base. Participate in key knowledge development activities for SNV Lao PDR, assure good documentation and dissemination. Participate in external and internal networks that contribute to the SNV WaSH programme.

Candidate profile

  • Master’s degree in a field related to water, sanitation and hygiene;
  • Minimum 7 years of proven track record in WaSH (rural and small towns) related work at international level in developing countries, preferably in Southeast Asia;
  • High level experience in the WaSH sector, and in sanitation particularly;
  • Strong knowledge and experience in policy, planning and management issues related to the sector including WaSH approaches and concepts;
  • Understanding and ability to use problem and evidence-based approaches for capacity development;
  • Knowledge of value chain development approaches;
  • Strong evaluation and skills for the WaSH sector;
  • Pro-active attitude, but also patience, and active networking, lobbying and knowledge brokering skills with clients/partners;
  • Experience in advisory and capacity development services, including institutional development;
  • Knowledge and experience of different community-led approaches to water and sanitation respectively, and pro-poor sector development in WaSH (rural and small town subsector), as well as the promotion of joint sector learning and multi-stakeholder platforms;
  • Knowledge and experience of supply chain strengthening for WaSH, private sector involvement, and sanitation as a business. Practical experience with pro-poor partnerships with private sector is considered an asset;
  • Proven interest in, and knowledge of, issues affecting functionality of rural water supply services and sustainability post-construction;
  • Experience in resource mobilization and acquisition.

Contract Duration: 2 years

Desired start date: as soon as possible

Information on duty station

Duty station: Vientiane, capital of Lao PDR.

Medical facilities: Private clinics (French, Australian, and Thai).

Educational facilities: Good education facilities, few international schools – French, English and other - for primary and secondary education.

Security situation: No serious security risks.

Accessibility: Good roads between Vientiane and the main regional cities; international airport with daily flights to Bangkok and other Asian destinations.
