Australia Indonesia Partnership for Economic Governance (AIPEG)
The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake economic and financial policy reforms. Norton Rose Australia, the Managing Contractor, seeks applications from qualified and experienced personnel for the following short term position, located in the AIPEG Ministry of Trade Sub-Facility office, Jakarta.

PANEL OF LOW CARBON DEVELOPMENT SPECIALISTS

Background

The Government of Australia (GOA) aims to increase support to the Government of Indonesia (GOI) on low carbon development. As part of this program there is an existing engagement in the Ministry of Finance (MOF). A long term program of engagement is currently under development until June 2016. This may include partnerships with other GOI agencies engaged in low carbon development activities.

We are interested to receive expressions of interest from highly qualified and well experienced professionals in a variety of disciplines related to low carbon development. The selected applicants will be placed on a register and can expect to be called upon to provide long and short term consulting advice in the area of low carbon development when a need is indentified in consultation with the GOI. The possibility exists that some selected advisers will beof engagement soon after the register is established .

The Australia Indonesia Partnership for Economic Governance (AIPEG) is responsible to the GOA for delivery of the low carbon development program. AIPEG is an AusAID-funded partnership between the GOA and the GOI that supports the GOI’s aims to improve the quality of economic management and through this contribute to broad-based economic growth and poverty reduction. AIPEG assists the GOI to achieve this goal by strengthening the Government's capacity for policy formulation, coordination and implementation in areas affecting the national budget and macroeconomic performance. Low carbon development is one component of the overall AIPEG economic governance program.

Core technical skill sets

There will be a number of different skills and experiences required to deliver assistance to GOI on low carbon development. Skill sets sought through this expression of interest include:

o Economics;
o Climate Change;
o Legal & Regulatory;
o Policy & Governance;
o Political Economy; and
o Monitoring & Evaluation.

Outputs/deliverables

Specific outputs and deliverables expected from selected advisers will be developed in agreement with GOI and form part of a ‘tasking order’ for selected advisers. The range of deliverables could include:

1. Policy development support;
2. Institutional & regulatory analysis and advice; and
3. Financial Architecture and Systems advice.

Working closely with GOI officials to develop their capacity for policy development and implementation will be a basic requirement regardless of the technical task. The advisers will be expected to work closely with AIPEG and the GOI on all identified outputs and deliverables, including building understanding and consensus on any recommendations on low carbon development policy or implementation.

Selection criteria

Candidates will be assessed against the following criteria:

o Substantial experience in climate change and in the core technical skill sets listed above.
o Previous experience working with government. Experience working with the Indonesian Ministry of Finance an advantage.
o Experience and proven ability to work in a team environment.
o Previous experience working in a developing country with specific experience in the Indonesian setting an advantage.
o Proven ability to deliver accurate analysis, advice and recommendations while working to tight deadlines.
o Excellent written and oral English capacity and knowledge of Bahasa Indonesia is an advantage.
o Excellent communication skills.

Gender
The integration of gender considerations into capacity-building and policy advice is a primary focus of AIPEG. The work will incorporate gender aspects, where relevant, into activity, analysis and reporting

Monitoring and Evaluation
The impact of any consultancy will be assessed under AIPEG’s Monitoring and Evaluation should tasks be discharged under the authority of AIPEG.
