National Tuberculosis Control Program
It is under the Mycobacterium Disease Control (MBDC) unit of the Directorate General of Health Services (DGHS) of Ministry of Health and Family Welfare, Bangladesh.
Mission Statement:
The NTP aims to strengthen the effort of TB control through the effective partnership, mobilization of resources and ensuring quality diagnostic and treatment services under defined DOTS strategy. The NTP strives to make services equally available to all people in Bangladesh irrespective of age, sex, religion, ethnicity, race or social status.
Services available:
The services and treatment are free of cost, available in all upazilla health complexes, CDCs, district level hospital, most of the public & private medical college and specialized hospitals, military and police hospital, prison, work places. Now the country is under 100% DOTS coverage.
Collaboration & Fund:
There are more than 17 NGO partners working in the TB control program with assigned working area. The program is funded by GFATM, USAID, CIDA, WHO and others of which GFATM contributed more.
INFORMATION FOR APPLICANT
Brief Description of the Assignment a) International Finance Consultant:
To provide technical assistance in financial management of NTP. Including day-to- day budget, financial and administrative operations encompassing quality control, monitoring and clearance, financial accounting and reporting, allotment structures and award management cash flow forecasting and monitoring, earmarking and transfers, and to oversee the timely processing of committal documents,
To advise and guide NTP staff at all levels, to promote a collaborative environment on financial issues and to ensure the implementation and application of sound and effective practices and procedures related to financial and budgetary matters.
To proactively develop and monitor reports on Program expenditure, developing and maintaining databases to consolidate financial reporting; and to ensure follow¬ up on auditor recommendations.
In close collaboration with senior management and technical staff of NTP, elaborate and implement comprehensive procedures for development of financial planning in line with GOB/GF A TM/Development partners.
To advise on financial management of Program and related contracts; to clear and monitor contracts; to review present and previous financial activities and contracts
Qualifications and Experiences Required a) International Finance Consultant:
Chartered Accountant.
The Candidates must be a F.C.A.
Essential: At least 10 years of experience in budget, finance positions involving the management in an International Organization like; WB, DFID, IMF etc. as Consultant.
Desirable: Experience of UN and/or any an international institution rules and regulations, procedures and practices. Proficient in computer skills including MS Word, spread sheet in Excel and Power Point Presentation, Proficient in the use of analytical software including SPSS.
