International Trainer for Preventing and Combating Electoral Fraud

The Permanent Electoral Authority (hereinafter PEA) is an autonomous administrative institution with a legal personality and general competence that ensures unitary application, in between two electoral periods, of the legal dispositions regarding the organization and the conduct of elections or consultations of national or local character. Besides logistical and legislative attributions, PEA guides, trains, supports and monitors the local authorities and their specific bodies as well as other categories of participants to the elections in the field of management and conduct of elections.

Local and parliamentary elections are to be held in Romania in 2012. Following the 2009 Euro-parliamentary and presidential elections as well as the 2010 and 2011 partial elections, PEA reports identified preventing and combating electoral fraud as an important challenge for the credibility of the upcoming electoral processes.

In preparation for the 2012 elections, several steps on creating a more solid institutional and legal framework have already been undertaken by PEA by drafting an Electoral Code and by using IT&C in elections in order to avoid illegal voting. However, besides the electoral infrastructure, a thorough training of the personnel involved in elections is of paramount importance for the safeguard of elections. In that respect, the Electoral Assistance Division (EAD) and United Nations Development Programme (UNDP) envisaged, at the request of PEA, the development of a regional training programme on preventing and combating electoral fraud addressed to PEA staff and other EMB officials from the Black Sea region as well as the elaboration of a handbook on preventing and combating electoral fraud targeting electoral officials.

The rationale of the training on preventing and combating electoral fraud is to increase the awareness of the stakeholders regarding electoral fraud and to alleviate access to international comparative perspectives and tools on electoral fraud.

Duties and Responsibilities

Objectives of the assignment and scope of work:

The specialized three-day training for the selected representatives of PEA and other EMB officials from the Black Sea Region will have a specific aim to achieve the following results:
  • Explaining the concept of electoral fraud;
  • Providing theoretical and empirical insight on what precipitates fraud from an international comparative perspective;
  • Providing theoretical and empirical tools for detecting and assessing electoral fraud and its outcomes;
  • Describing comparative experiences regarding methods of committing electoral fraud;
  • Provide an in-depth insight and comparative experience regarding electoral fraud prevention and combating mechanisms.
Under the supervision of the project manager, each trainer will deliver training on at least 3 topics regarding electoral fraud and act as a moderator in at least other 3 sessions. The presentations will not exceed 30 minutes. The agenda of the training will be established by the project manager at the earliest possible stage on the basis of the proposals submitted by the trainers.

Competencies

Functional skills and knowledge:
  • Excellent communication and presentation skills, demonstrated ability to facilitate/conduct trainings, workshops, etc;
  • Proficient in English;
  • Capacity to working and collaborating on-line.

Required Skills and Experience

Education:
  • Masters Degree in social sciences or any other relevant field is required;
  • PhD is an asset.
Experience:
  • At least 5 years of direct work experience working in electoral and democratic governance field or election related training; Regional experience in Eastern Europe and Black Sea Region in election related training will be an added advantage.
Functional skills and knowledge:

  • Proficient in English;
  • Capacity to working and collaborating on-line.
