Job description

  • In general:
  • The Regulatory Advisor is responsible for submitting all regulatory filings in a timely manner with state regulatory agencies and ensure acceptance
  • This position will provide the necessary regulatory support for all Statoil US Onshore Drilling and Production Operations in their assigned area
  • The Regulatory Advisor position is responsible for the following key job duties:
  • Coordinating, preparing, filing and tracking all state required regulatory filings for Onshore Drilling and Production Operations including:
  • Construction Permits (drilling and production)
  • Permits to Drill
  • Well completions
  • Work-overs
  • Production facility and pipeline design and installation applications
  • Right Of Way (ROW) grants and decommissioning
  • Well, facility and pipeline abandonments and relinquishments
  • Preparing and submitting weekly activity reports for drilling and production operations
  • Responsible for communication with state agencies, including scheduling meetings, call for pre-meetings and teleconferences to resolve issues and expedite approval process
  • Submitting Emergency Evacuation Plans and H2S Safety Plans
  • Preparing and submitting Annual Registrations per the applicable state waste and water disposal regulations
  • Conducting regulatory compliance training for personnel in Drilling and Production Operations
  • Informing stakeholders of regulatory and policy changes with a potential to impact US Onshore operations
  • Documenting and communicating submittals and approvals appropriate stakeholders
  • Actively participate in meetings including: HSE, drilling, permit updates, rig moves/scheduling etc
  • Documenting all communications with the applicable State Agencies
  • Representing and participating in industry groups/committees that monitor and/or influence state regulatory efforts
  • Interface between engineering, field, regulatory agencies and contractors to identify and steward operations and results
  • Develop and maintain written processes and procedures for regulatory documentation

Qualifications

  • Required:
  • Minimum 6+ years US regulatory experience
  • Demonstrated experience interacting with federal and state Regulatory Agencies
  • Proficiency in MS Office (e.g. Word, Excel, and Outlook), PDF and other related software required
  • Computer input and data management skills are required
  • Preferred:
  • 4 year Bachelor’s Degree
  • Experience with Texas agencies is a plus
