Program Officer, International Humanitarian Law

DESCRIPTION OF POSITION:
The IHL Program Officer will work as part of the International Humanitarian Law (IHL) Dissemination team where he/she will coordinate the implementation of the Exploring Humanitarian Law mini-grant program and provide ongoing support to chapters. He/she will support the IHL Dissemination Unit’s grant management and will contribute to the drafting of grant proposals and reports. He/she will also support the monitoring and evaluation of the Exploring Humanitarian Law program, and coordinate the design and implementation of international humanitarian law dissemination surveys of key stakeholders. He/she will also support the team and its network of educators and instructors with program outreach and the implementation of the American Red Cross’s international humanitarian law programs at the local level. She or he will report to the Manager, IHL Dissemination and Chapter Support and work within International Services.

RESPONSIBILITIES AND DUTIES INCLUDE:

Manage EHL mini-grant program
•Promoting grant application process and providing guidance to applicants
•Overseeing grant selection process
•Coaching chapters on implementation of grants throughout the grant period
•Hosting bi-monthly progress report calls with grant award chapters
•Planning regular chapter visits to ensure the quality of the program
•Collecting interim and final reports from grant award chapters
•Facilitating review of the interim and final reports
•Surveying grant award chapters and collecting lessons learned

Other Duties
•Support and contribute to the IHL Dissemination Unit’s grant reporting and donor relations, including the initial drafting of grant proposals and reports.
•Lead monitoring and evaluation of the Exploring Humanitarian Law program, and coordinate the design and implementation of international humanitarian law dissemination surveys of key stakeholders.
•Design training model for local chapter coordinators of the Exploring Humanitarian Law program and coordinate first training pilot for chapter staff/volunteers.
•Organize events and trainings (EHL Institutes and Chapter/Instructor/Master Educator Annual Meetings, regular webinars for IHL Instructors and EHL Chapters, etc.)
•Assist the team in the development of educational and marketig tools for all aspects of the IHL Dissemination programs.
•Attend conferences and develop partnerships with key stakeholders (chapters, partners, potential speakers, etc.) for the promotion and implementation of the program.

QUALIFICATIONS:

•Minimum of three years of experience in program operations and coordination required.
•Bachelor’s degree in education, political science, international studies, communications or related field required. A master’s degree in international studies or related field preferred.
•Basic knowledge of IHL, the Geneva Conventions and the American Red Cross required;
•Excellent knowledge of the Global Red Cross Network and the American Red Cross chapter network is most desirable,.
•The position requires technical knowledge in grant management and monitoring & evaluation. ‘Must have strong drafting, verbal communications and networking and social skills;
•Proven experience effectively developing and managing relationships with networks, partners, chapters and other stakeholders;
•Strong organizational skills to lead the development of new youth programming; ability to manage competing deadlines and priorities;
•Must be able to work independently and within a team, be a self-started, take initiative and be results-oriented.
