Public Finance Management and Team Leader – Philippines

The overall objective of the TA for Support to the LGUs for more effective and accountable PFM project of which this contract will be a part is to contribute to the achievement of the MDGs and poverty reduction in the Philippines, in line with the 2011-2016 Philippine Development Plan, through improved public finance management resulting in improved delivery of basic services by local governments.

The purpose of this contract is to support the Government at national and regional level to enhance capacity of local governments to generate revenue and to allocate and spend public funds more effectively and efficiently.

The Public Finance Management expert and team leader based at the Department of Budget and Management will have the dual tasks of assisting the beneficiary in the implementation of the programme, and coordinating the technical assistance inputs. Both tasks will be fulfilled in collaboration with the Deputy Team Leader and will entail the development of extensive working relationships with all Departments relevant to the project. This position will require at least 825 days of effective service over a period of performance of 45 months.

To succeed in this role, you will have demonstrated:

• Masters degree in development economics, public finance management, social sciences or equivalent; • Minimum of 10 years of relevant professional experience, with 4 years of international experience in at least 4 developing countries; • At least 8 years experience in Public Finance Management; • Excellent verbal and written command of English; • Proven organisational, communication, mobilisation and change management skills; • Proven ability to develop solid partnerships with high level officials in order to achieve project results experience; • Experience in implementing EU-funded projects through partially decentralised management and knowledge of EU procedures; • Preferably experience in a decentralised context;
• Knowledge of Filipino language (Tagalog) would be an added advantage.

Please note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.
