Revenue Administration Advisors IMF
Description
The International Monetary Fund is seeking two experts to fill revenue administration advisor positions based in Athens, Greece. The appointment term would initially be for a period of one year, with an extension option to December 2013 subject to satisfactory performance.
Under the guidance of IMF headquarters, the revenue administration advisors will work with the Greek authorities, other IMF staff in Athens, and other technical assistance providers in Greece. The advisors' primary responsibilities will be to (i) directly support the Greek tax administration through developing and implementing technical advice on revenue administration reforms; (ii) assist the Greek authorities in monitoring progress with reform measures; and (iii) assess the need for future technical assistance.
Qualifications
The positions require core technical skills and qualifications, including sound knowledge and experience with:
- the administrative aspects of taxation law and EU requirements;
- key tax compliance activities, including audit, debt collection, dispute resolution, and filing/payment enforcement; and
- the development of tax administration policies and procedures.
In addition, being knowledgeable about social security contribution administration, as well as revenue analysis and compliance risk analysis would also be advantageous. These qualifications would usually be at the level of a senior position within a national tax administration working at headquarters (central office) and/or field offices.
The successful applicants should:
- hold a university degree or equivalent qualification relevant to professional work;
- be fluent in English and possess strong written and oral communication skills;
- possess excellent interpersonal skills, including with respect to team work, the maintenance of effective and cooperative relations with the Greek authorities and donors, and the handling of sensitive issues in a multicultural environment; and
- be familiar with modern computer systems and applications software.
Preference will be given to applicants who have (i) practical experience in managing tax operations; (ii) participated in tax administration reform programs; (iii) prior experience in capacity building in revenue administration (such as participating in tax administration technical assistance activities and organizing and conducting training courses and workshops); (iv) experience in managing/overseeing technical assistance; and (v) knowledge and/or experience working in tax administrations that are confronted with low tax compliance.
Qualified applicants who are not selected for this position may be considered for short-term technical assistance assignments.
