The Position
Aga Khan Hospital is undertaking a project to develop its next phase that will see the development (Phase 2) of a tertiary facility including a comprehensive cardiology programme, oncology services, neurosciences, orthopaedics & trauma, diagnostic imaging, critical care, obstetrics and paediatrics. Construction expected to begin in one year.

Various aspects of the Phase 2 plans will be based on the concept of regional programmes operating on two sites (i.e. AKH-Dar and AKUH-N), and thus will be closely aligned with the recently developed Heart and Cancer Centre of the Aga Khan University Hospital, Nairobi.

The Clinical and Programme Project Leader (CPL) will be responsible for programme development and oversight together with the project team and AKHST Senior Leadership (SLT). The CPL will direct and manage the full scope of the programme plan defined in the proposal for this project including maintaining quality and timely deliverables of the project work plan throughout the project's life cycle.

The scope and complexity of Phase 2 will demand a candidate with strong interpersonal, organizational analytical, and leadership skills and the necessary clinical knowledge along with decision-making ability, planning expertise and initiative. The CPL will own and drive the plans through project programme delivery, diagnosing issues and dependencies, recommending/implementing solutions and managing/escalating risks.

Responsibilities
  • Consolidate Clinical project scope, goals and deliverables that support the Phase 2 objectives in collaboration with the Medical Director, Client Representative, SLT and stakeholders, including an effective action plan early on to implement strategies that will ensure and sustain the success of the proposed clinical programmes.

  • Identify, report, and monitor project dependencies, risks and critical path analysis, and recommend strategies and contingency plans to the Medical Director, CEO and/or related internal/external stakeholders.

  • Lead the implementation process related to all programming decisions. Align space plans, procurement, recruitment, and protocols with identified services, particularly for the 'fast-tracked' programmes.

  • In conjunction with the AKHST Head of HR and the Human Resource Project Lead (HRPL), the CPL will assess existing competency gaps and capacity building and development opportunities of existing staff and develop a phase-by-phase plan to source and recruit competent, well-qualified specialists, nursing and support services staff.

  • In conjunction with the Project Management and Finance teams, monitor costs related to space plans, procurement, recruitment, and protocols and associated costs to ensure containment within established budgetary parameters. The CPL will be required to measure and report outcomes, and keep updated with local and regional market intelligence to support project programme plan.

  • Evaluate outcomes of the project and ensure project deliverables are on time, within budget and at the required level of quality. Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.

  • Conduct regular project meetings, bi-weekly or monthly, or as needed with the Medical Director, CEO, Finance and other stakeholders in the project. Effectively communicate project expectations, plans and associated communication strategy.

  • Develop sustainable best practices and tools for project execution and management.

  • The Requirements

    The ideal candidate will have the following profile:
  • Masters in a relevant clinical field or equivalent with Masters in Health Care Management

  • 5 to 6 years of Clinical Management Experience, either in a hospital and health facility setting.

  • Commitment to the AKHST values of service excellence, integrity, quality, diversity, and team spirit.

  • Must have knowledge of Clinical programmes and protocols in Health career planning and development. Understanding of Tanzanian work/business culture and challenges of the Health Care industry in the East African region is an asset.

  • Strong business acumen and excellent project management skills, including design, practices and tools with organizational development background and proven ability to design, develop, and implement clinical programmes.

  • Proven ability to manage multiple projects, deadlines and priorities in a fast-paced, ever-changing work environment. Demonstrated ability to working both independently and in a team-oriented, collaborative environment.

  • Excellent communication, listening, and negotiation skills.
