Consultant for National CSR Indicators

Background

Youth unemployment, under-employment and informality impose heavy costs on the Albanian society and economy. Long unemployment spells early in life and extended periods in the informal economy affect the prospects of young people to secure a career job, a decent wage, their future and that of their families. High percentages of unemployed youth mean that investments in education and training are wasted, that there is a reduced taxation base and higher welfare costs.
    • The overall objective of the project will be achieved through four strategic components:
    • Youth employment is a priority in the regional development strategies
    • Incidence of informal and low-productivity jobs is reduced through innovative programmes targeting disadvantaged youth at risk of labour market exclusion
    • The employability and income generating potential enhanced through active labour market measures implemented under a public private partnership framework
    • An enabling environment for youth employment, as part of the larger corporate social responsibility agenda, is promoted by relevant stakeholders
      The fourth component of the project is set in the context of the emerging need for Albanian enterprises to exercise a higher degree of commitment to CSR in order to contribute to decent employment and as an added factor of competitiveness. Companies that recruit, train, and retain a quality, skilled and satisfied workforce, as well as build meaningful community partnerships, are more likely to survive and prosper in the medium to long term. The private sector jointly with governmental structures share a responsibility in ensuring that the employment opportunities offered are productive, deliver a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration, freedom for people to express their concerns, organize and participate in the decisions that affect their lives and equality of opportunity and treatment for all women and men.

      Duties and Responsibilities

      In line with the goals of the Government of Albania in the field of Corporate Social Responsibility (CSR), as stated in the National Action Plan on CSR, the establishment of a national concensus on the measurement of CSR is a priority. This entails the formulation of clear and concise indicators and benchmarks to access performance within individual companies, key sectors of the economy, at the national level, and over time. The Ministry of Economy, Trade and Energy (METE) has underscored that the existence of a national system of indicators, would allow for continuous monitoring of CSR implementation in the country, as well as evaluating investments made by the government in creating an enabling CSR environment. The establishment of such indicators (even at an early stage of CSR practices in the country) has the potential to guide and stimulate company CSR practices, as well as serve as the basis for the National CSR Awards. Furthermore, they would enable the evaluation of progress of CSR practices at company level against objective criteria and provide state level recognition and visibility to progressice practices.
       
      Against this backdrop, in early 2012 UNDP commissioned a study on the development and measurement of such indicators. Twenty-two indicators across multiple areas (e.g. labour, environment, corruption, etc.) were identified. In addition, the study identified main actors responsible for the data collection and evaluation criteria. The scope of this assignment is to establish the baselines for all these indicators and prepare an assessment of the level of CSR implementation at the national level.
       
      Under the supervision of the National Project Officer on CSR, and in close collaboration with the project team and relevant stakeholders, the consultant will be responsible for the following:
      • Producing a full report on the status of the existing twenty-two indicators on CSR in Albania. The report should include an analysis of these indicators and their relevance in measuring national performance. The report should also benchmark Albania’s CSR performancevis-a-viethat of other countries in the region;
      • The consultant is expected to liaise closely with the staff of the University of Tirana who will be replicating the study in subsequent years;
      • Assessing the level of engagement of responsible parties for data collection 
      • Developing a framework for data collection on CSR;
      • Present and validate the findings to through a workshop with key stakeholders;
      Deliverables
      • Final report on the status of the existing twenty-two indicators for CSR;
      • A framework for data collection outlining strategic recommendations;
      • Presentation for the key stakeholders workshop;

      Competencies

      • Demonstrated ability to work harmoniously in a multi-cultural environment;
      • Interest in learning and understanding the roles and values of the UN;
      • Strong interpersonal and communication skills, and relationship management;
      • Can work independently and as a team player;
      • Results-oriented;
      • Good analytical skills;
      • Good computer skills;
      • Full working knowledge of English
      • Previous experience/familiarity with UNDP or other UN agencies is seen as an advantage

      Required Skills and Experience

      Academic Qualification/Education:
      • Master’s degree in a field relevant to the joint programme outcomes, such as economics, education, management and/or international development;
      Work experience:
      • At least 5 years of experience in a complex multi-stakeholder environment working on CSR related issues;
       
      Evaluation of Applicants
      Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

      The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
      • a) responsive/compliant/acceptable, and
      • b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
      Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
      Technical Criteria - 70% of total evaluation – max. 70 points:
      • Proven theoretical knowledge and experience in the field of measuring Corporate Social Responsibility preferably in a developing country context (20 points).
      • Proven knowledge of establishingdata collection frameworks with clear operational guidelines to be adopted by local stakeholders(20 points).
      • Demonstrated experience in engaging in a complex multi-stakeholder environment working on CSR related issues and train selected stakeholders who will measure the CSR progress in the country (20 points).
      • Proven ability of concise reporting in English and knowledge, experience and understanding of the nature of the Albanian private sector (10 points).
      Financial Criteria - 30% of total evaluation – max. 30 points
