Data Demand and Information Use Advisor , Ethiopia


We seek an exceptional candidate for the post of Data Demand and Information Use (DDIU) Advisor who will provide technical assistance, training, and coaching to strengthen DDIU and monitoring and evaluation systems in the health sector at federal and regional level. S/he will also harmonize and support national program capacity and strengthen processes for the timely collection, management, analysis, and reporting of valid and reliable data that meet government and donor reporting guidelines.

This is a full-time position to be based in Addis Ababa, Ethiopia.

Key Responsibilities:
  • Guides and supports research, data collection, training, and capacity development efforts in support of program activities and deliverables.
  • Supports development of performance monitoring plans and program reporting.
•    Conducts policy analysis and supports development and dissemination of policy models on population, reproductive health, and family planning. 
  • Works with Futures Group Ethiopia staff and national counterpart at federal and regional levels, and orients work to strengthen capacity of national counterpart.
•    Provides analytical and evaluative techniques to identify and resolve issues or challenges.
  • Performs tasks with the use of evidence-based tools and resources relevant to population and reproductive health programs.
•    Provides subject matter expertise/technical assistance as per project/program requirements.
  • Organizes, as needed, project/program trainings, conferences, workshops, and meetings.
•    Participates and represents the organization, as needed, in outside associations, conferences, and symposia.

Qualifications:
•    Masters degree or above in public health, health economics, or related discipline.
•    Minimum of 7 years working experience in research, policy analysis and formulation, M&E, and capacity development.
  • Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels – from the facility and programmatic level up to the national level.
  • Demonstrated skills in training and capacity development through technical assistance and coaching/mentoring. This includes strong interpersonal skills and experience in public speaking, curriculum development, and delivering trainings and workshops.
  • Ability to develop and work with complex research and analytical tools/models relevant to population and reproductive health programs.
  • Ability to work with a team of Ethiopian and US-based staff to meet short deadlines within a demanding portfolio of activities.
•    Strong sense of initiative, attention to detail, and ability to effectively and efficiently perform multiple tasks and balance competing priorities.
  • Strong writing skills and experience in reporting to international donors, with USAID experience preferred.           
  • Fluent written and spoken English is required.
  • Willingness and ability to travel nationally approximately 25%.
