The Position
The Aga Khan University seeks a qualified professional to serve as Director of the Aga Khan Development Network's e-Health Resource Centre (eHRC). The selected individual will lead and manage the e-Health systems and a portfolio of projects and services agreed by the health institutions of AKDN to deliver service delivery and learning programmes in Central/South Asia and East Africa. The successful candidate will provide leadership, programme management, and strategic direction in addition to managing the operational components that support discovery, procurement, planning, contracting, oversight, delivery, and evaluation of the eHRC services and programme activities. Leadership of a virtual and flexible team of eHealth professionals will also be a key part of the mandate.

The position will be based in Pakistan.


The incumbent will be responsible to:
  • collaborate effectively with relevant team/s of the AKDN Health units, i.e., the Aga Khan Health Services, the Aga Khan Foundation and the Aga Khan University to prepare and gain acceptance for the e-Health Strategy and Business Plan for the Aga Khan Development Network 
  • define and manage programmes, plans and people to achieve the strategic objectives of the e-Health programme by leading the eHRC team (based in various locations within the AKU) 
  • assist network leadership to define eHRC goals. Define and develop internal programme management capabilities, including: project portfolio management (prioritization, scoping etc.) in alignment with strategic and operational goals, project management standards, issues management, risk management, resource planning, and programme-level metrics/status and impact reporting requirements of the University, where appropriate, the AKDN and of granting agencies 
  • design, document and manage all review, impact assessment, proposal and evaluation processes in accordance with best practices 
  • assist the leadership and other stakeholders of AKDN Health Services with the research, organization, drafting and submission of funding requests to international donors and other funding agencies 
  • work with the University CIO and the eHRC to ensure that the eHRC has on-going funding to provide the sustained financial operations of the centre 
  • manage operations, transaction delivery of specialized e-Health and m-Health services to AKDN member institutions such that they are provided at the lowest cost relative to the agreed quality standards 
  • provide e-Health Consulting Services such as project design, selection and support of e-Health solutions, assessment of e-Health and m-Health services for effectiveness, cost, appropriateness to local conditions and integration within the larger health services systems being developed across the AKDN 
  • lead the development of a programme of research that addresses priority topics in e-Health 
  • identify opportunities to add newly-developing e-Health and m-Health approaches/technologies to the e-Health systems and network 
  • ensure regular and timely reporting to stakeholders 
  • market eHRC services to the health agencies of AKDN and to other relevant external organizations.

The Requirements
  • Masters in e-Health or an equivalent combination of experience and education; 
  • At least 5 years progressive experience with the leadership and management of health systems and services; 
  • Proven excellence in the implementation of strategic and complex information technology projects; 
  • Proven expertise in strategy development and programme management; 
  • Ability to contribute to the development and implementation of research on e-Health; 
  • Proven track record of problem-solving, negotiating and producing creative solutions; 
  • Strong interpersonal skills to manage relationships at all levels, internal and external through influence rather than position authority; 
  • Excellent organizational skills; strong verbal and written communication skills including highly developed presentation skills; 
  • Demonstrated ability to manage multiple programmes and stakeholders effectively with minimal supervision; 
  • Experience in creating and managing budgets, building business cases and grant applications and interpreting financial information; 
  • Experience in developing and submitting proposals to international donor and lending agencies.
