IDLO Experience in Afghanistan
IDLO has 30 years’ experience of transferring knowledge and building good governance in developing countries, countries in transition and those recovering from armed conflict.  Since 2001, IDLO has been working as a lead partner of the Afghan Government in justice and legal reform.  Some specific achievements include:
 

•The establishment of eight specialized units which are dedicated to prosecute violence against women, in collaboration with the Attorney General;
•Support to a group of IDLO’s graduates to set up the Legal Aid Organization of Afghanistan, providing quality legal aid services to poor and disadvantaged groups, especially women and children, in 25 provinces of the country; and
•Capacity building of over 3,000 legal professionals, including judges, prosecutors, defence lawyers, members of parliament, civil servants and academics.
 
As a result of IDLO’s assistance, people across Afghanistan have gained access to legal representation, enhanced knowledge and fairer trials.
 
The Position 
IDLO urgently seeks a Head of Training in Kabul, Afghanistan for a U.S. funded, multi-million dollar program for 30 months in support of the ‘Justice Training Transition Program’ (JTTP), as part of the international community completing the transition and handover in Afghanistan.  
 
The position will be based in Kabul with frequent travel to six other regions, Herat, Kunduz, Balkh, Nangarhar, Bamyan and Badakhshan as well as supervising a mobile team conducting trainings in other provinces.  The position will report to the Chief of Party in Kabul and will supervise a team, consisting of up to 19 international training advisors and 44 national legal advisers, in addition to associated translation and administrative staff.
 
In order for the rule of law to take hold in Afghanistan, strong public trust in the justice system is paramount.   Although great strides have already been made, legal awareness and access to justice remain low throughout large swathes of the country and the need for further training remains crucial.
 
The proposed program is based, in part, on an existing training program and aims to build on its positive aspects, in particular the Advanced Continuing Legal Education Course for Afghanistan (ACLEA).  However, the proposed program looks to move beyond this with an increased emphasis on results evaluation, as well as a clear focus on sustainability through transition to Afghan ownership of training programs.
The Head of Training will be responsible for supervising the delivery of:
•The ACLEA 8-week course to a targeted population in 7 provinces;
•A more advanced version of the ACLEA course to targeted ACLEA graduates in the provinces;
•Special short courses requested by legal professionals;
•As part of the transition and handover phase, he/she will also be responsible for the development of a team of competent and experienced legal trainers established in each justice institution and/or province;
•Assist the Chief of Party in enabling executive level managers in each justice institution to be able to design, administer and evaluate training programs. 
As part of these deliverables, the Head of Training will need to:
•Oversee development and monitoring of training schedule/work plan, ensuring that each training site meets its targets;
•Ensure the implementation of IDLO training methodology and quality standards, and that all activities incorporate gender and human rights elements;
•Ensure the on-going development of a team of Afghan trainers through mentoring and Training of Trainers;
•Be responsible for maintaining trusted relationships with the institutions of training participants through regular meetings and reporting;
•Finalize a logical framework analysis of the training program with the Monitoring and Evaluation Officer in Kabul and Project Manager at Headquarters;
•Ensure training evaluation data is collected and entered into the appropriate monitoring tools on a timely basis;
•Together with the Chief of Party, make any necessary adjustments to the training courses based on ongoing review of training evaluation data and regular meetings with Afghan counterparts; 
•Provide regular reports to the Chief of Party;
•Prepare a financial forecast for the training program and monitor expenditure, with the Project Finance Manager in Kabul; and
•Build trusted relationships with high-level officials in the Afghan government and other key stakeholders as directed by Chief of Party.

Ideal Candidate Profile 
IDLO seeks a Head of Training with a genuine interest and passion for the organization’s mission to ensure the successful implementation of a justice sector reform project aimed at handing capacity to Afghan institutions. The ideal candidate will have demonstrated success managing multi-million dollar training programs in development organizations and will have experience working in conflict or post-conflict programs and judicial/legal reform.   
 
She/he will have a proven track record as a trainer and in inspiring and developing national training teams. Experience in successfully handing over the management of training projects to local counterparts in a sustainable manner would be a plus.
 
The Head of Training will need a high level of motivation and integrity and the emotional strength to work and live under difficult circumstances.  She/he will need the knowledge, cultural sensitivity and interpersonal skills to command the respect of colleagues and project stakeholders and foster relationships based on mutual respect and trust.  
 
Sensitivity to political, cultural and religious issues surrounding legal concerns in Afghanistan is essential to the success of the position. Previous working experience in Afghanistan would be an asset and the candidate must be able and willing to work in potentially a hostile environment.
 
Minimum Qualifications and Experience
The candidate will possess a Law degree, preferably at an advanced level and be knowledgeable about civil law systems.   An understanding of Islamic legal systems and the nuances of Islamic tradition and culture will be crucial to the success of the role.
 
Fluency in spoken and written English is required and a knowledge of Dari and Pashtu or Arabic would be a great asset. 
 
Terms and Conditions
IDLO offers international consultants based in Afghanistan a competitive remuneration and benefits package in terms of salary, medical and accident insurance, post-conflict insurance, annual leave, sick-leave, home-leave as well as rest and recovery leave (R&R).
 
The Project runs a five-day working week from Sunday to Thursday.  Accommodation, cleaning, laundry and meals are provided in a pleasant, secure guesthouse with a small gym, good internet connections and an excellent chef in residence.  Rigorous security is in place at all times. This is a non-family duty station.
