IDLO Experience in Afghanistan
IDLO has 30 years’ experience of transferring knowledge and building good governance in developing countries, countries in transition and those recovering from armed conflict. Since 2001, IDLO has been working as a lead partner of the Afghan Government in justice and legal reform. Some specific achievements include:
•The establishment of eight specialized units which are dedicated to prosecute violence against women, in collaboration with the Attorney General;
•Support to a group of IDLO’s graduates to set up the Legal Aid Organization of Afghanistan, providing quality legal aid services to poor and disadvantaged groups, especially women and children, in 25 provinces of the country; and
•Capacity building of over 3,000 legal professionals, including judges, prosecutors, defence lawyers, members of parliament, civil servants and academics.
As a result of IDLO’s assistance, people across Afghanistan have gained access to legal representation, enhanced knowledge and fairer trials.
The Position
IDLO seeks a Project Finance Officer for a U.S. funded multi-million dollar program for 30 months in support of the Justice Training Transition Program (JTTP), as part of the international community completing the transition and handover in Afghanistan. This is a full-time position based at IDLO Headquarters.
Reporting to the Director of Special Project, the Project Finance Officer will be responsible for monitoring the Project budget and supporting the Finance Manager in Kabul to ensure the provision of timely and accurate reporting. The Project Finance Officer will be responsible for:
•Monitoring the Project budget and supporting the local team on financial transactions and other issues related to the Project budget;
•Reporting on a monthly basis to Project stakeholders and financial reporting according to contractual obligations;
•Monitoring, supervising and updating when necessary, the proper application of financial procedures related to the project, giving support to the Finance Manager in Kabul;
•Ensuring the timely preparation and review of financial reports from Kabul and of supporting financial documentation pertinent to the project, in accordance with IDLO rules and the requests of the donor;
•Ensuring the timely preparation of monthly project budget reviews and expenditure projections;
•Ensuring timely update and reconciliation of project related job costing and general ledger accounts on a monthly basis;
•Supervising the preparation of all financial deliverables to the donor and the compliance of financial reporting at Headquarters and in Kabul;
•Acting as a focal point during yearly external financial audits for the project and ensuring that a financial audit is undertaken at the project completion;
•Taking part in internal project review meetings involving project implementation;
•Preparing and compiling reports on field audits and assisting the Finance Manager in Kabul to organize these;
•Acting as a focal point with the financial counterpart of the donor;
•Providing support and guidance to the Director of Special Project, Chief of Party and Finance Manager in the Field office; and
•Undertaking a financial audit at the end of the project.
Ideal Candidate Profile IDLO seeks a Project Finance Officer who has a genuine interest and passion for the organization’s mission to ensure the successful implementation of a justice sector reform project aimed at handing capacity to Afghan institutions.
The selected candidate will have a proven track record of taking initiative and using sound judgment to understand the Organization’s and donor’s financial rules and procedures. The Project Finance Officer must have a strong background working in an office environment and possess solid organizational skills. She/He must be able to track and monitor budgets and funds as well as act as a focal point to field staff in order to monitor the timely submission of reports. The ideal candidate must be highly detail-oriented and capable of working with deadlines and multiple tasks. Given the confidential nature of the work, the incumbent must be regarded as having a high degree of discretion and respecting the sensitivity of the information she/he handles.
The Project Finance Officer must have the knowledge, cultural sensitivity and interpersonal skills to command the respect of colleagues and interact effectively with a multi-cultural team.
Minimum Qualifications and Experience
The Project Finance Officer will be a qualified accountant, with a degree in a relevant discipline (Finance, Public Administration or Business). Experience of the reporting requirements of international organizations and the U.S. State Department is highly desirable and a good knowledge of the tools and techniques needed for financial reporting to American donors, is needed.
At least five years’ experience in successfully supporting the implementation of projects in development or post-conflict regions of the world is required. She/he must have proven successful experience working with a remote team. Fluent written and spoken English is required.
