INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Assistant Director within the Corporate Support Sub-Directorate* in the INTERPOL Executive Directorate for the INTERPOL Global Complex for Innovation.

The key goal of the incumbent shall be to support the Executive Director INTERPOL Global Complex for Innovation (IGCI) with the provision of the proper assistance for the administration of the IGCI. This will comprise the areas of Human Resources, Procurement and Finance, General Services, Security, Protocol, Missions, IT support and coordinating interpretation services from external service providers.

Primary Duties
Under the operational supervision of the Executive Director IGCI, within the general framework of policies defined by the Executive Directorate Resource Management and in coordination with the related services in Lyon, the Assistant Director – Corporate Support shall perform the following key duties:
1. Identifies the administrative needs and provides the required support to the EDIGCI and other Directorates and Sub-Directorates at the IGCI building.
2. Establish and maintain efficient administrative control mechanisms to ensure compliance with INTERPOL rules, as well as harmonization with all procedures and policies in use.
3. Coordinates all Human Resource related activities for the EDIGCI, such as recruitment, relocation, placement, promotion, performance appraisals, vacancies, separation, etc. ensuring compliance with INTERPOL rules.
4. Provides advice to the EDIGCI on all budgetary matters, from budget planning to implementation, as well as budget policies in compliance with INTERPOL rules.
5. Coordinates and consolidates the EDIGCI budgetary requirements in line with Headquarters’ provisions and instructions.
6. Supervises procurement activities, ensuring best practices, transparency and timeliness.
7. Supervises the Protocol support activities as well as the administrative support to the INTERPOL shop activities and to the Showcase Centre.
8. Supervises the work of the IGCI internal security and safety, as well as Reception services, and the coordination with the Singapore Police Force for the provision of external security.
9. Ensures the proper implementation of the Service Level Agreements with the Government of Singapore in regards to the IGCI building and its functioning.
10. Liaise with Singapore counterparts and third parties and ensures smooth communication amongst all stakeholders in the related areas.
11. Coordinates IT support functions.
12. Coordinates the provision of interpretation services from external service providers.
13. Performs other duties as required, and during the transition period, to perform all activities required to ensure the smooth transfer of persons and activities to Singapore.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education
• Advanced University Degree (Master’s degree or equivalent) in law, finance or public/business administration.
Experience
• Minimum of 15 years progressively responsible experience in the relevant field (business, administration management) with proven managerial experience.
Languages
• Professional fluency in English required.
Technical Competencies
• Proven ability to work independently and to effectively lead and supervise staff.
• Good interpersonal skills and a demonstrated ability to work in a multicultural environment and to maintain effective working relations with people of different national and cultural backgrounds.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Relevant experience working in an international environment is highly desirable preferably in several international organizations or from participating in international working groups, joint international projects, etc.
• Relevant experience in the management and planning of complex projects in full independence is desirable.

Working Conditions
• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
