Lab Logistics Officer for the Supply Chain Management System (SCMS) project in Botswana


Crown Agents USA, Inc. (CA-USA) is seeking a Lab Logistics Officer for the Supply Chain Management System (SCMS) project in our Botswana office.

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS will establish field offices in selected countries as required by the scope of work in the country.
Roles & Responsibilities The Laboratory Logistics Officer will provide technical assistance to the Logistics Management Unit (LMU) at Central Medical Stores (CMS) and other partners, supporting a range of programs, but primarily focused on strengthening logistics management information system for laboratory commodities to support the national HIV/AIDS program and improving supply chain management practices. The commodities include but are not limited to: laboratory reagents, laboratory supplies and consumables and Rapid Test Kits.
Specific Responsibilities The Laboratory Logistics Officer will have responsibilities including, but not limited to, the following:
•Provide technical assistance to the Laboratory staff at the Logistics Management Unit (LMU) and the National Health Laboratory (NHL) in logistics management information system (LMIS) data management.
•Guide LMU staff in LMIS data aggregation and analysis and provide monthly feedback to service delivery points and LMIS analysis reports as required by MOH and other key stakeholders.
•In collaboration with other laboratory staff at the LMU, monitor the functioning of the lab commodity distribution system, ensuring that stock outs and overstocks at the laboratories and testing centers are avoided or kept to the minimum.
•Use information generated from the LMU to identify LMIS training needs and provide on-the-job trainings at SDPs and conduct other laboratory logistics training workshops for laboratory personnel and cooperating agency staff in order to improve forecasting, storage and distribution, and inventory control of laboratory reagents and supplies.
•Provide technical assistance in forecasting and quantification of laboratory reagents and related commodities and provide information for procurement planning.
•Work with LMU and CMS Procurement Unit to monitor the national pipeline for all HIV/AIDS related laboratory commodities.
•Support MOH efforts on harmonization and standardization to ensure that logistics management of reagents, consumables and maintenance of automated testing machines is taken into consideration.
•Ensure that selection and implementation of automated LMIS tools and systems for the management of lab reagents and consumables are appropriate to supply chain management needs of lab commodities.
•Carry out additional responsibilities as may be assigned from time to time in consultation with the Consultant Microbiologist at NHL and the Chief Medical Scientific Officer at the MOH.
Qualifications
•Degree in medical or clinical laboratory technology, public health, public administration, business administration, logistics or a related field.
•Fluency in English is required.
•2 or more years experience in logistics management, warehousing or distribution operations, preferably in the medical, clinical laboratory or pharmaceutical industries.
•Strong analytical skills, including the ability to analyze business processes, information systems, organizational policies, and human resources to determine weaknesses in processes and propose changes.
•Experience in developing country work experience.
•Experience with procedures for internal and external quality control, total quality management or Six Sigma.
•Experience with ISO certification practices a plus.
•Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations.
•Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, Project, Visio and PowerPoint.
•Training in logistics management will be an added advantage.
•Long term resident working experience in Botswana preferred.
•Legal ability to work in Botswana is required.
