Monitoring and Evaluation Manager - University Research Co., LLC (URC), Uganda

University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is Implementing the USAID-funded SUSTAIN (Strengthening Uganda’s Systems for Treating AIDS Nationally) project. The project supports delivery of quality, HIV prevention, care and treatment services at 18 hospitals in Uganda, and supports the Ministry of Health to strengthen the country’s health care systems generally. URC/SUSTAIN is seeking a qualified candidate for a Monitoring and Evaluation Manager position. This is a senior position in the project; the holder reports to the Project Chief of Party, and leads a team of several technical staff.
Job summary
Under the overall direction of the Chief of Party, the Monitoring and Evaluation Manager leads implementation of the SUSTAIN M&E component and data systems; analyzes and reports results in collaboration with technical staff. Ensures that the project M and E system serves as a basis for decision making and improvements during Project implementation. Specifically, the M&E Manager will:
  • Working closely with the relevant MOH departments, lead the SUSTAIN project efforts towards strengthening the Ministry’s HMIS systems at the various project-supported hospitals.
  • Closely working with Project and hospital clinical and data staff, take lead in tracking Project performance indicators using MOH and Project HMIS systems and tools.
  • Closely work with the Project team to ensure achievement of the Project targets.
  • Build the skills of, and support hospital and Project staff in M and E procedures so that data is generated in a uniform manner. Support regular data collection, conduct analysis and prepare reports in collaboration with other project team members.
  • Oversee Project M and E activities and provide leadership (through support supervision, training and coaching) to the project M and E and hospital data teams – this includes actively delegating responsibilities and empowering Project M and E team members so that they are strengthened in their skills and also grow in their work.
  • Provide M and E technical support and training to the Project team including tool design, preparation of statistical tables, data entry and analysis using statistical packages.
  • Synthesize and analyze data for summary and thematic reports on M and E findings.
  • Take lead in program surveys, organizing and coordinating the preparation of quarterly, semi-annual, and annual performance reports with program staff and partners and giving feedback on M and E activities.
  • Participate in and support the Project implementation team to document and disseminate lessons learned and best practices.

Requirement:

  • At least a Master's degree in a social science or related discipline.
  • Minimum of five years of experience working with HIV/AIDS and/or general public health programs in Uganda (or other countries in Africa) in a senior M&E position.
  • Demonstrated practical skills in monitoring and evaluation of HIV/AIDS, and/or other relevant health programs.
  • Demonstrated expertise and experience in data analysis and report writing.
  • Familiarity with PEPFAR indicators and reporting requirements as they pertain to HIV prevention, care and treatment.
  • Proficiency in relevant computer applications and databases.
  • Strong analytical, oral and written communication skills.
  • Ability to multi-task and work effectively in teams.
