INTERPOL is now looking for a qualified candidate to join the Office of the Special Representative to the United Nations (UN), as a Policy Analyst.

Introduction of the Post
The Policy Analyst works under the supervision of the Special Representative to perform research and analysis in support of INTERPOL’s mission, priorities, activities and/or senior managerial decision-making processes, in particular those activities promoting INTERPOL’s collaboration with the United Nations (UN).
Primary Duties
The Policy Analyst provides extensive, cogent, complete and timely support and input for projects undertaken with UN or other partners, which includes but is not limited to, the preparations of presentations, briefings proposals, research, and position papers, and the development of project concepts and work plans.  The Policy Analyst will represent INTERPOL at meetings with its partner organizations within the UN and with other organizations.
The incumbent is expected to write detailed and complex analytical reports and give briefings to the hierarchy and UN partners as appropriate and to carry out strategic analytical work of a reasonably complex nature and/or participate in multi-disciplinary projects. 
Once overall objectives and methodology have been set in conjunction with the supervisor, the Policy Analyst is expected to work under minimal supervision, first to develop a project proposal to be presented to partners and potential sponsors, and then to assist in the implementation of the project.  This requires the incumbent an ability to liaise with other specialists inside or outside the Organization.
 
Activities
By way of day-to-day activities the Officer will have:
-  As part of activity No. 1:
To maintain liaison and engagements with UN entities and other organizations to identify areas for cooperation with INTERPOL by:
• developing and maintaining contact networks, within INTERPOL structure and with the UN and external organizations in their capacities as working partners, sources of information or clients (see further under working relationships).
• working independently and proactively to keep abreast of both internal and external policies, projects, initiatives, and developments in order to be able to provide comprehensive and valued-added support to senior management.
- As part of activity No. 2:
To assist in the drafting of concept papers and proposals, preparing presentations, reports and executive briefs for senior management and international partners by:
• obtaining and evaluating information held by INTERPOL and its member countries, and synthetizing information received into action plan(s) or  project proposal(s).
• drafting project proposals, including financial projections, employing standard project management paradigms where appropriate.

-  As part of activity No. 3:
To represent INTERPOL in coordination with IPSG, on joint projects and in the development and implementation of project proposals by:
• representing INTERPOL and participating in external meetings, conferences, working groups and workshops sometimes delivering presentations on specific subjects as appropriate.
• working in close collaboration with UN agencies in order to enhance international efforts in the fight against global terrorism and transnational organized crime.
- As part of activity No. 4:
To conduct strategic research and analysis in relation to international peace and security and deliver training on capacity building initiatives by:
• carrying out strategic research and analysis on topical issues and international peace and security.
• Collecting and gathering information from open sources and INTERPOL, and analyzing and conducting complex detailed analytical reports for management decisions.
• Conducting training and instruction courses on relevant topics aiming to enhance capacity building abilities, elaborating presentation materials for effective training delivery.
-  As part of activity No. 5:
To perform other tasks, such as administrative and logistic assistance, deemed appropriate by the incumbent’s superior by:
• Performing with minimum supervision, all other duties as may be directed by the hierarchy and maintaining close professional relationships with other senior management.
Post Requirements
All candidates will be assessed under below mentioned requirements.

Training/Education:
• Undergraduate university degree is required preferably related to law enforcement, legal studies or international relations
Experience:
• At least two years’ working experience in information collection and collation, analysis and research papers drafting, executive briefs, presentations, speeches and talking points in the international context
Languages:
• Professional proficiency in English.
Computer skills:
• Ability to use and exploit the Internet and other electronic sources for the collection of open-source information 
• Proficiency in the office package (Word, Excel, Powerpoint, Access, Outlook, etc.).
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
Special aptitudes:
• Working knowledge of a second INTERPOL working language (French, Spanish or Arabic)
• Experience in an international professional environment 
• Working knowledge of other INTERPOL official languages.
• Post-graduate university degree preferably related to law enforcement, legal studies or international relations.
• Previous work in a law enforcement organization or experience as a researcher/analyst in an organization dealing with crime-related issues, strategic analysis, intelligence analysis, or contemporary international security threats.
• International liaison and communication background.
• Experience in working or studying in an international environment.
• Experience in drafting grant applications and project proposals.

Working Conditions
• Remuneration for appointment on contract: The starting salary for GRADE 5 is 3546 € per month for a step 1.

• This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will also be required to work occasional overtime based upon workload.
