INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as Assistant Director within the Capacity Building, Training Research and Accreditation Sub-Directorate* in the Executive Directorate for INTERPOL Global Complex for Innovation.

The key goal of the incumbent shall be to assist the Director, Capacity Building and Training (CBT) to manage capacity building research and accreditation activities undertaken by the Organization in line with the organizational strategic direction and priorities. The Assistant Director, Capacity Building Training Research and Accreditation will be responsible for enhancing research on training methodologies and technology; promoting best police practices in the police training field to guide member countries and enhance police training standards and guiding and supervising the (re)-design, implementation and evaluation of Capacity Building programmes.
Primary Duties
Under the direct supervision of the Director CBT, the Assistant Director, Capacity Building Training Research and Accreditation shall perform the following key roles and duties:
1. Work with other Directorates and all internal and external stakeholders to develop a training research capability for INTERPOL to develop modern tools to facilitate learning and police co-operation and to identify best practices and set global standards in various aspects of policing. 
2. Develop policy concerning INTERPOL’s training research activities such as the development and publication of research papers.
3. Develop relevant, adequate and appropriate police training curricula and training delivery methods that enhance learning within the law enforcement community. 
4. Research and devise modern IT training tools and non-classroom based distance learning products and manage such existing platforms in INTERPOL such as the current web-based INTERPOL Global Learning Centre (IGLC).
5. Constantly assess the need for new knowledge sharing facilities, identify and promote them where appropriate using latest training approaches and research output. These facilities will then be at members’ disposal to enhance effective training and learning.
6. Develop a network of training institutions and universities to advance learning and enhancement of police skills within the Organization and among member countries in addressing priority crime areas, as well as assess proposals made to INTERPOL for the establishment of training institutions where INTERPOL may potentially be involved. This involves identifying, establishing and maintaining strategic research partnerships with such organizations to leverage on external expertise on police training methodology and techniques, and in developing training solutions for the law enforcement community.
7. Identify and promote best police practices in the area of police training to guide member countries in developing their own training programs and curriculum according to standards that best meets operational needs. This includes working with external agencies, educational authorities and universities in defining and implementing training quality assurance standards, assessing and providing accreditation of the programs conducted by INTERPOL and external training providers, and certifying INTERPOL-trained trainers to ensure that training programs meet INTERPOL’s “Training Quality Assurance” according to standards in “INTERPOL Guide to Effective Training”. 
8. Develop and produce all manuals, plans and reports in respect of Police operational training, including a system of training evaluation and review processes for continuous improvement in training delivery effectiveness. 
9. Act as a reference point in providing guidance and assistance to other Directorates which have responsibilities for developing and delivering specialist crime training.
10. Performs other duties as required.
Requirements
All candidates will be assessed on the under mentioned requirements.
Education
• University degree (or higher education) in international management, security related matters, adult learning or business administration.
Experience
• At least 10 years of progressively responsible experience. Of those, preferably at least 5 years professional experience in dealing with training needs and responses, ideally in the police community;
• Experience in conducting briefings, lectures, using the most up to date audio visual means
Languages
• Professional fluency in English required.
Technical Competencies
• Good knowledge of the latest developments in the field of police training and skills in adapting and applying new concepts so as to meet organizational needs and ensure continuous improvements;
• Sound background in the management of strategic programs and projects and their performance monitoring, measurement and reporting;
• Experience in planning and managing complex tasks, with only minimum supervision.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Experience in providing groups with training in police or management skills development is desired.
Working Conditions
• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
