REACH Consortium Manager EPMF

The EPMF is the European Precious Metals Federation, the Brussels-based association representing the European precious metals industry. The EPMF was formed in June 2006, in order to set a reinforced working structure aimed at increasing the commitment, efficiency, credibility and legitimacy of the European precious metals industry in all its advocacy activities at European level. The EPMF is a member of Eurométaux.
In order to support the implementation of the REACH Regulation (Registration, Evaluation and Authorisation of Chemicals) and the Globally Harmonised System for classification and labelling (GHS) in the precious metals and rhenium industry, the EPMF seeks to recruit a REACH Consortium Manager.

Responsible for the successful and timely management of the EPMF’s REACH Consortium and its Registration, Evaluation and Authorisation projects covering precious metals and rhenium substances. The EPMF REACH Consortium Manager would report to the Members of the Precious Metals and Rhenium Consortium (PMC) represented in a Management Committee and Assembly, and to the Secretary-General of the European Precious Metals Federation (EPMF aisbl).

Main duties and tasks:

  • Representation of the Consortium with (potential) Members, service providers/consultants, authorities, at Eurométaux meetings, and with other third parties for topics related to REACH, GHs, and the daily management of the Consortium, its officers and projects;
  • Monitor and follow-up all initiatives (potentially) influencing the legal text of, interpretation of and ECHA guidance documents on the REACH and CLP/GHS regulations (via Eurométaux, ECHA Press, workshops, and other channels); keep Members updated on key (future) developments, mandatory reporting schemes (e.g. US TSCA) and anticipate their impact on Consortium priorities, work force, organisation and associated budget;
  • Prepare and keep up to date a Consortium work plan reflecting all projects, their phases, tasks, agreed actions, deliverables, milestones, deadlines, budget, expenses and reserves for regular circulation or presentation to Members; prepare (2-page) updates of Consortium activities to be circulated to all Members every two months;
  • Manage the Nano and Authorisation-related projects of the Consortium;
  • Carry out comparisons of consultants’ deliverables with original proposals (and comments on proposals), flagging up any deviations from the original proposal (objective, scope, expected deliverable, date of submission, etc.) and providing a high-level analysis, critique and recommendation on service providers’ deliverables;
  • Manage and follow up on information/data requirements from Consortium members and external data holders (data requests, data purchase, granting licences to use, etc.);
  • Contribute to the representation and input of the precious metals and rhenium sectors into technical REACH & GHS networks and platforms;
  • Monitor fairness and relative equivalence of Consortium membership costs versus Letter of Access costs, keep Letter of Access costs up to date, and manage Letter of Access requests with non-Members;
  • Organise communication with ECHA, SIEFs and chemical suppliers on substance identification and sameness, classification, data-sharing, Lead Registrant appointment, Dossier readiness, Dossier submission, joint registration for non-Members, Dossier update and other relevant items;
  • Oversee daily administration of Consortium officers, databases, invoices, accounts, etc. in line with the Règlement de travail and the Internal Rules of the EPMF.

Preferred experience and qualifications:

  • University Science degree (chemistry, chemical engineering, bio-chemistry, toxicology, eco-toxicology and/or other related bio-, life- or environmental sciences). A postgraduate qualification in a relevant subject such as toxicology would be a distinct advantage;
  • Experience of applying and developing this knowledge and management skills within an industrial (company/association) or regulatory setting – a minimum five (5) years of professional experience in the chemicals, inorganics or metals industry is envisaged as appropriate. A working knowledge of the REACH and GHS regulations and associated processes would be preferred.

Other requisites:

  • Strong written and verbal communication skills. English working language (proficiency in other EU languages would be an advantage);
  • Since the position involves dialogue with both regulators and various consortium partners, an ability to convey arguments in a diplomatic but persuasive manner is a requirement;
  • PC-literate (MS Office); project management experience and proficiency with data analysis tools (MS Excel, Project etc.) are desirable;
  • High interest in knowledge building and networking, and strong regulatory/scientific skills;
  • A demonstrated ability to work both independently and also as a team player; able to multi-task, and be comfortable with working to deadlines and dealing with evolving priorities.

Terms and conditions, salary and other benefits:

  • Position based in Brussels, although occasional travelling within the EU may be required;
  • Working in a professional, international and intercultural environment;
  • All tasks of administrative nature would be accomplished with the support of a shared Office Manager;
  • Specific scientific and project management tasks would be accomplished with the support of a Scientific Manager and a Project Facilitator;
