Overall Responsibilities

The Senior Results Specialist - Research & Metrics works under the direction and supervision of the Director of Results Management (RM). S/he supports the RM director and the senior manager in the accomplishment of the MSH strategic roadmap goal of save lives and improve health, by working with technical centers, corporate offices, countries and projects across MSH.  The senior results specialist serves as the M&E support person for strengthening results management function across MSH in alignment with MSH strategic roadmap and annual objectives for which RM is the leading unit. In addition, the senior results specialist works together with technical staff across centers for linking and integrating health systems strengthening (HSS) activities related to developing and applying evidence-based HSS solutions for MSH projects and countries. The senior results specialist also supports the RM director and the senior manager in the analysis and interpretation of aggregated data to present and document MSH’s organizational impact in relation to MSH’s 4x6x5 framework. Finally, the senior results specialist works and supports RM activities towards creating an “evaluative thinking” culture across MSH to improve evaluation and applied research practices, and contribute to becoming a learning organization.

Specific Responsibilities
1. Support the RM team in the design, implementation and documentation of activities that the RM office conducts and interacts with countries, technical centers, and other corporate offices within MSH.
2. Organize RM regular and technical meetings for the core team and technical working groups, including agenda setting, preparation of technical resources, and follow-up next steps for items addressed/agreed from core team members and technical working groups.
3. Conduct statistical and modeling analysis for tracking strategic targets and goals across MSH projects using national, regional, country and project level data for the strategic roadmap.
4. Aggregate project data and prepare analysis reports for RM core team to assess outcomes at country and technical center levels for MSH strategic roadmap targets.
5. Coordinate with MSH operating units at home office (technical centers and corporate offices) for the systematic tracking of the strategic roadmap through a scorecard, including use of standardized templates, setting up and updating databases, and compilation of data for the scorecard.
6. Support M&E capacity building activities led by RM, including development of presentation materials and case studies applicable to MSH projects in various health and HSS areas for virtual and face-to-face sessions.
7. Liaise with technical centers, corporate offices, countries and projects to coordinate activities with RM team, core team, and technical working groups in relation to strategic priorities and annual objectives from MSH's strategic roadmap.
8. Develop and support information systems for RM in alignment with corporate information systems, including OneMSH information system.
9. Co-lead and implement knowledge management/sharing processes for broad dissemination of M&E technical resources, evaluation and research findings, conclusions, recommendations, and best practices at country and corporate levels, including posting RM information and resources on the Intranet and the M&E Technical Exchange Network (TEN).
10. Represent RM in M&E, HSS and other technical forums within MSH and in external events related to M&E and/or research of relevance to MSH strategic priorities.

Qualifications
• Master’s degree in public health, demography, sociology, statistics, or a related field.  
• Minimum of three years of experience in monitoring and evaluation for multi-country, multi-faceted health programs.
• Demonstrated good command of M&E issues with respect to health systems strengthening, capacity building, and service delivery strengthening in at least two of the following health areas: HIV/AIDS & TB, MNCH, FP/RH, Malaria, Communicable Diseases and/or Chronic non-Communicable Diseases. 
• Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.  Possess strong writing and organizational skills for reporting on program and study results.
• An understanding of and familiarity with a range of applied research and monitoring and evaluation approaches. • Strong skills in MS Word, Excel, PowerPoint and Access, at least one data management software program (SAS, SPSS, STATA), and solid working knowledge of LiST.
• Excellent interpersonal and communication skills, including ability to work and interact with country-based, home office-based project staff, senior leadership, project partners’ representatives, and donor staff.
• Excellent analytical, written and oral communication skills.
• Demonstrated flexibility and openness in responding to changing working priorities and environment.
• Proficiency in at least one foreign language (French, Spanish or Portuguese) highly desirable.
• Available for domestic and international travel for up to 20%.
